revegetation. Degraded emergent sites, such as Reed canary grass fields, shall be <br /> replanted with species that are representative of a higher quality emergent, scrub-shrub <br /> or forested wetland. If reevegetation is required, monitoring should occur once a year for <br /> a minimum of two years. (SEPA Water, Plant and Animal, and Land and Shoreline Use <br /> Policies) <br /> Section 5: AIR QUALITY AND ODOR <br /> 5.1 Threshold <br /> All permitted future uses must obtain a Notice of Construction (NOC) as applicable and use best <br /> available control technology. As necessary, air quality studies may be required by PSAPCA in <br /> order to obtain permits. <br /> Uses not being covered in this EIS are listed in Table 1-1 in the Land Use Section. Examples of <br /> uses that are not being covered because they may have significant air quality impacts are <br /> mining activities, cement and asphalt manufacturing, composting facilities, dog and cat food <br /> manufacturing, fish processing, and landfills. Construction equipment and vehicles must be maintained so they do not leak fuels or <br /> lubricants. During construction, a staging area must be specified for all vehicle maintenance <br /> activities. The staging area must be located well away from all drainage courses. Where <br /> possible, all stormwater from related maintenance areas must be directed to the sanitary <br /> sewer, rather than the stormwater system. (SEPA Earth, Water and Environmental Health <br /> Policies) <br /> 2. During construction activities, all spills of fuel and hazardous materials must be contained <br /> and removed in such a manner as to prevent their entering the waters and soils of the State. <br /> Cleanup of spills must take precedence over other work on site. (SEPA Earth, Water and <br /> Environmental Health Policies) <br />
