Description of Other Projects Recommended for
I Community Development Block Grant and other funding sources in 2011
1. Everett Gospel Mission — Men's Shelter Improvements
The Everett Gospel Mission will use these funds to replace the boiler in the shelter to double the hot
water capacity in order to keepup with demand.
Recommended 2011 - 2060 Funds: $33,600.00
2. Snohomish County Human Services
Weatherization-Related Minor Home Repair
The Snohomish County Department of Human Services, through the low-income weatherization and
repair program, will provide minor home repair services to low-income homeowners in Everett who
are also receiving weatherization services. The provision of minor home repair services will allow
the weatherization program to more completely weatherize a home or to solve health and safety
concerns found within the home. This program will have oversight from the CHIP program.
Recommended 2011 CDBG Funds: $17,500.00
3. Senior Services of Snohomish County - Minor Home Repair
This program provides for the provision of minor and emergency repairs to lower income elderly and
handicapped homeowners citywide. Minor Home Repair fills a serious gap in housing rehabilitation
for persons requiring emergency and minor home repairs.
Recommended 2011 CDBG Funds: $80,000.00
4. Domestic Violence Services—Oswald Center Rehabilitation
These funds will be used for costs related to the rehabilitation of the Oswald Army Reserve Center
located at 1110 Rainier. The Center will become a domestic violence shelter with a day care and
service and administrative space.
Recommended 2011 - CDBG funds: $191,207.88
Recommended 2011 - 2060 funds: $33,792.12
Total Recommended Funding $225,000.00
5. CHIP - Community Housing Improvement Program Administration
CHIP provides housing rehabilitation services and loans to residents of Everett. Rehabilitation
services (loan processing, preparation of bid specifications, selection and monitoring of contractors)
are provided to homeowners and landlords whose property is located within the program
boundaries. A variety of loans (conventional, guaranteed, reduced interest, and deferred payment)
are available to homeowners based on income. Due to accounting changes required by HUD all
funding is put into Fund 197 and is used for administration and rehabilitation projects.
Recommended 2011 CDBG Funds: $370,872.00
12
