Applicability <br /> Please provide answers to the following questions,your answers will aid FHWA <br /> in making a determination for de minimis(4f). <br /> 1. Is the purpose of the project is to make Operational Improvements on Essentially the <br /> Same Alignment? <br /> Yes,the improvements to be constructed on the 4(f)parcel will be for non-motorized <br /> and pedestrian access as a result of the roadway widening project. <br /> 2. Are affected lands publicly owned or recreational in their nature? <br /> Although the affected parcel is owned by the Parks Department,it is not recreational <br /> as it is between a City of Everett fire station and the roadway. <br /> 3. Please provide the amount and location of land to be used. Does your project impair <br /> the use of the remaining properties? <br /> The amount of land to be used is 1,017 square feet of a total park size of 1,019,740 <br /> square feet(roughly 0.1 percent). The project does not impair the use of the <br /> remaining property,but will provide ADA improvements and public access to the <br /> remaining park property. <br /> 4. Does your project adversely affect a historic property(National Register eligible <br /> property)? <br /> No,there are no historic properties within the project area. <br /> S. Official jurisdiction(i.e.,Park Manager,SHPO,Nature Reserve Ranger etc)must <br /> concur&agree the project is a de minimis take. Please have the resource steward <br /> provide correspondence explaining why this project is de minimis to their resource. <br /> The City of Everett Parks Department Official has written a letter of support for this <br /> project(Exhibit 3). <br /> Measures to Minimize Harm <br /> The City of Everett will take all possible precautions to minimize damage to the <br /> adjoining property and believes that the project will improve the visual aspects of the <br /> property and enhance the ADA,pedestrian,and non-motorized access to the adjoining <br /> property. <br /> Coordination <br /> The Public Works Department and Parks Department have worked together to insure <br /> this project will be beneficial to the public. • <br />
