19 <br /> 4.3 Utilities <br /> The City owns and shall maintain the utility facilities and lines that serve Everett Station <br /> including storm water drainage and detention, water service, sanitary sewer, electrical service, <br /> irrigation and telephone. <br /> 4.4 Everett Station Building <br /> The City owns and shall maintain the building, public spaces, artwork (except for the future <br /> installed artwork in the Everett Station south garden located between the south parking lot and <br /> the transit island platforms), gardens and walkways. <br /> 4.5 Street and Public Space Improvements <br /> The City owns and shall maintain all the off-site street and public spaces improvements <br /> including but not limited to landscape, lighting and streetscape, surrounding Everett Station. <br /> 4.6 Amtrak Platform <br /> The City owns and shall maintain the Amtrak platform that is located east of the Sounder spur <br /> track. <br /> 5.0 OPERATIONS SERVICES <br /> 5.1 Roles and Responsibilities of the City <br /> 5.1.1 Security <br /> The City shall provide security services at Everett Station including security for the parking <br /> lots, bus bays, and bus platforms assigned to Sound Transit in accordance with the <br /> standards specified in Exhibit D, Maintenance and Operations Tasks. <br /> 5.1.2 Emergency Call Stations <br /> The City agrees to provide security services to respond to calls generated from Sound <br /> Transit Emergency Calls Stations. Sound Transit agrees to reimburse The City for these <br /> services as defined in Section 7.1. <br /> 5.1.3 Parking Management <br /> The City shall provide parking management services for Everett Station parking including the <br /> parking stalls assigned to Sound Transit for use by ST Express customers and Sounder <br /> customers. Parking utilization counts shall be provided on a monthly basis. Parking <br /> utilization counts shall be transmitted to the Parking and Customer Services Coordinator as <br /> identified in Exhibit E, Designated Representatives. <br /> 5.1.3.1 Parking Fees <br /> Parking fees shall not be charged to transit customers unless mutually agreed to by the <br /> Parties and approved by the Parties' respective Boards. Parking fees may be charged <br /> for non-transit parking provided that this special event parking does not conflict with <br /> transit customer use in the assigned parking lot(s). If there is a potential that a conflict <br /> will occur, the City will discuss the issues with Sound Transit in advance and reach a <br /> mutually agreed upon solution.
