Deliverables 6
1. Draft and final text for optional updates to stormwater policies, ordinances, and standards
for new development and redevelopment in combined sewer areas—emailed PDF.
2. Draft and final technical memorandum on modeling methodologies for evaluating the
effectiveness of GSI alternatives —emailed PDF.
3. Materials for one 2-hour-long stormwater workshop.
4. Electronic modeling files and spreadsheets used for sizing stormwater separation and GSI
facilities—CD-ROM to be provided at the conclusion of the project.
5. Draft and final documentation on the assumptions, methods, and results for this task, to be
incorporated into the draft and final Sewer Plans under Task 1700.
•
Task 900 — Develop and Evaluate System and Basin
Alternatives
Objective
To develop and evaluate sewer system alternatives for improving levels of service within
prioritized basins in the combined area.
HDR Services
1. Based upon the results from the previous tasks to evaluate the existing levels of service,
develop basin-by-basin and system alternatives to improve levels of service in selected high
priority basins within the combined area.
2. Hold up to two basin alternative development and evaluation workshops at the City offices
with City staff. The purpose of each workshop will be to develop, review, discuss, prioritize,
and eliminate or select alternatives methods for increasing the LOS in selected basins...
3. Develop basin level of service alternatives that consider a variety of system options
including:
A. Capital improvement that include pipe and pump station capacity upgrades, storage,
infiltration and inflow control (in separated areas), and stormwater separation and/or
Green Stormwater Infrastructure (GSI) (in combined areas).
B. Operations and/or maintenance activities that could improve levels of service.
C. Ordinances with infrastructure improvement requirements for development and
redevelopment that will help reduce stormwater flows into combined sewer areas.
4. Develop system wide alternatives to improve level of service within basins and the collection
system considering the entire sanitary and combined wastewater collection and treatment
systems. The alternatives development will begin with an understanding of the current
loading and available capacity of key existing wastewater facilities including trunk sewers,
• interceptors, lift stations, secondary treatment facilities and treated effluent outfalls. The
alternatives will include alternative conveyance routing and satellite treatment. Treatment
options will include combined sewer treatment, secondary treatment, or a combination of
both.
City of Everett Comprehensive Sewer Plan Update a a Scope of Services April 2011
