Task 1000 — Budgetary Cost Estimates 6_ <br /> Objective <br /> To prepare planning level budgetary cost estimates for capital improvement projects for entering <br /> into the Capital Improvement Plan. <br /> Opinions of probable project costs are made on the basis of information available and <br /> qualifications and experience of the project team. However, HDR has no control over the <br /> changing cost of labor, materials, equipment or services furnished by others, or over the <br /> contractor(s') methods of determining prices, or over competitive bidding or changing market <br /> conditions. Therefore HDR does not guarantee that cost proposals, bids or actual project or <br /> construction costs will not vary from the opinions of probable costs. <br /> HDR Services <br /> 1. Prepare planning level budgetary opinions of probable cost for each basin alternative and <br /> identified capital projects. <br /> 2. Develop a standard cost estimating methodology and spreadsheet tool that will be used to <br /> compare and evaluate project alternatives. <br /> 3. Prepare preliminary ranges-of-costs estimates for combined sewer area alternatives so that <br /> they are available to provide a cost perspective for decision makers during discussions of <br /> acceptable levels of service in combined sewer basins. <br /> 4. Planning level budgetary cost estimates will include the following cost elements: <br /> A. Construction capital <br /> B. Administration, permitting, and engineering allocations <br /> C. Real estate <br /> D. Construction management <br /> E. Maintenance and operation <br /> F. Contingency <br /> G. Escalation (to construction year) <br /> 5. Itemize basin plan and project in an Excel spreadsheet. <br /> 6. Perform independent QC review of cost estimates and spreadsheet calculations. <br /> City Responsibilities <br /> 1. Provide similar project bid tabs and costs. <br /> 2. Review and comment upon unit prices to be used in cost estimates. <br /> 3. Review and comment on cost estimates. <br /> Assumptions <br /> 1.
