Amendment One integrated project artist work and exterior lighting design into the <br /> construction documentation. Amendment Two was a no-cost contract time extension through December 31,2011. <br /> Amendment Three included work required as a result of the restart of the plaza project after a one year suspension in <br /> design preparation,including design modifications which relocated the plaza's fountain and a pre-design electrical <br /> engineering study to determine appropriate electrical service requirements for the affected Colby Avenue businesses <br /> related to the planned undergrounding of utilities in the north-south alley on the west side of the plaza. <br /> As a result of the electrical engineering study,the estimated total cost to underground alley utilities(includes removal <br /> of 6 power poles)has risen to approximately$518,000.In combination with City responsibility for secondary power <br /> provision to the Colby Avenue businesses(which would need to be closed for a portion of the underground work), <br /> staff has determined that full undergrounding of all utilities in the alley is no longer a cost effective project element to <br /> pursue. Partial undergrounding of the most northern power pole couplet however will occur with the removal of the <br /> east side alley power pole and substitution of a smaller pole on the alley's west side at an approximate cost of$80,000. <br /> Amendment Four adds necessary design services based on the former Key Bank shell and core project(such as festival <br /> power), completion of alley configuration(with above ground utilities), construction administration services to be <br /> performed during project construction on an as needed basis,and a no-cost time extension until May 31,2012. <br /> Sufficient funds exist within the total project,including construction,to fund this work. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Authorize the Mayor to sign Amendment Four to the Professional Services Agreement with Nakano <br /> Associates for Design of the Downtown Plaza at the Everett Performing Arts Center for an additional <br /> amount of$59,165. <br /> 95 <br />
