WHEREAS,notice of these proposed amendments to the comprehensive plan(COMP17-002) <br /> was sent to the Washington State Department of Commerce on January 4, 2017 and a letter of <br /> receipt was received on January 24, 2017. <br /> WHEREAS, THE CITY COUNCIL FINDS: <br /> 1. The purpose for the requested annual update to these elements of the Comprehensive <br /> Plan is to keep the Plan in alignment with recently adopted City policies and other plans. <br /> 2. The requested Comprehensive Plan text amendments support, and are written to <br /> coordinate with adopted policies and plans including the 2017 City of Everett Capital <br /> Program and Operating Budget, Housing Consolidated Plan, the Parks, Recreation and <br /> Open Space Plan, and the 2016 Transportation Improvement Program(TIP). <br /> 3. The public health, safety and welfare will be provided for by these text amendments. <br /> 4. The proposed text amendments promote the best long term interest of the Everett <br /> community by harmonizing City policy documents. <br /> 5. The City evaluated the proposed policy amendments for consistency with factors outlined <br /> in the Everett Comprehensive Plan Chapter 1, Introduction, Section VII.I with specific <br /> attention given to ensuring consistency with other existing plan policies. <br /> 6. Notice was provided consistent with EMC 15.24.150 including timely notice given to the <br /> Washington State Department of Commerce on January 4, 2017. <br /> 7. The City completed environmental review of the proposed Plan text amendments <br /> consistent with SEPA procedures including adoption of the Draft Environmental Impact <br /> Statement issued July 20, 2015 and the Final Environmental Impact Statement issued <br /> September 4, 2015 for the Comprehensive Plan 10-Year Update. <br /> 8. Planning Commission held a public workshop to learn of and discuss the proposed <br /> changes on July 12, 2016 and also held a public hearing on this proposal on February 21, <br /> 2017. <br /> 9. On February 21, 2017 the Planning Commission passed Resolution 17-03, recommending <br /> adoption of the proposed text amendments by the City Council. <br /> 10. Any conclusions below that may be construed as a finding is included here as such by <br /> this reference. <br /> - 2 - <br />
