WHEREAS, THE CITY COUNCIL CONCLUDES: 1. Any finding above that may be construed as a conclusion is included here as such by this reference. 2. Amend the text of Chapter 4-Housing Element of the 2015 Comprehensive Plan to revise policies relating to affordable housing and transit proximity and subsidized housing distribution for consistency with the Housing Consolidated Plan. Two new policies are proposed to guide the provision of special needs housing. (Exhibit 1) 3. Amend the text of Chapter 5-Transportation Element of the 2015 Comprehensive Plan to incorporate the adopted 2017-2022 Transportation Improvement Program as a new Appendix A-3. (Exhibit 2) 4. Amend the text of Chapter 6-Capital Facilities and Utilities Element to incorporate project updates for expansion of the Evergreen(South Branch) Library, update the Parks and Recreation section, add a section describing the Everett Safe Streets Supportive Housing, and update the Schools and School District Property map to add Washington State University and remove the now closed Trinity Lutheran College. (Exhibit 3) 5. Amend the text of Chapter 9-Parks and Recreation Element of the 2015 Comprehensive Plan for consistency with the 2016 Parks, Recreation and Open Space Plan. (Exhibit 4) NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN THE APPROVAL OF THE COMPREHENSIVE PLAN TEXT AMENDMENTS FOR THE FOLLOWING ELEMENTS: Section 1: Housing Element- Section 1 of Ordinance No. 2021-94, as amended (Comprehensive Plan), is hereby amended by the adoption of the amendments to Chapter 4, Housing Element as set forth in Exhibit 1. Section 2: Transportation Element- Section 1 of Ordinance No. 2021-94, as amended (Comprehensive Plan), is hereby amended by the adoption of the amendments to Chapter 5, Transportation Element as set forth in Exhibit 2, adding the City of Everett's Six Year Transportation Improvement Program (TIP) as Appendix A-3 to the Comprehensive Plan. - 3 -
