.01111111 EVERETT Ordinance No. 1897-92 An ordinance creating a special construction fund entitled "1992 Block Grant Neighborhood Improvement" Fund No. 366 authorizing the construction of improvements as voted on by Councils for Northeast Everett ($130,000) on January 21, 1992, Port Gardner ($15,000) on January 13, 1992, Riverside ($15,000) on January 14, 1992, Lowell ($15,000) on February 3, 1992, and authorizing $175,000 for these improvements. Whereas, the City Council has recognized the need to improve the Northeast Everett, Port Gardner, Riverside and Lowell Neighborhoods; and Whereas. the City Council has allocated from the 1992 Community Development Block Grant fund $75,000 to make the needed improvements and to be divided among the Northeast Everett, Port Gardner, Riverside and Lowell Neighborhoods; and Whereas, the Northeast Everett, Port Gardner, Riverside and Lowell Neighborhood residents were 44 asked to suggest improvements and then specify their priorities for the expenditure of the Community Development Block Grant funds; and Whereas, numerous neighborhood meetings have been held, and the following neighborhood-wide meetings, where residents voted, were held in the neighborhood on the improvement projects recommended to City Council: Tuesday, January 2.1, 1992 in Northeast Everett Monday, January 13, 1992 in Port Gardner Tuesday, January 14, 1992 in Riverside Monday, February 3, 1992 in Lowell Now, Therefore, The City of Everett Does Ordain: Section 1: A special construction fund is hereby established as fund 366, entitled "1992 Community Development Block Grant Neighborhood Improvement Fund" to accomplish the actions authorized in subsequent sections of this Ordinance. Section 2: Authorization is hereby granted to provide for the development of contract plans, specifications and detailed cost estimates and construction required to provide the following: A. Northeast Everett Neighborhood Improvements 1. Allocate $130,000 for the establishment of a viewpoint park in the 700 block of East Marine View Drive. B. Port Gardner Neighborhood Improvements 1. Allocate $15,000 for street and safety improvements in the 3600 block of • Norton Avenue.
