Allocate $15,000 for the establishment of pedestrian and bicycle <br /> improvements at the intersection of East Grand and Everett Avenue. <br /> D. Lowell Neighborhood Improvements <br /> 1. Allocate $12,500 for playground equipment in Lowell Community Park. <br /> 2. Allocate $2,000 for a Neighborhood Clean-up program. <br /> 3. Allocate $500 for 10 geographical mailings to announce Lowell Civic <br /> Association Meetings. <br /> Section 3: Should costs be less for the above projects than originally estimated, similar projects, <br /> upon a vote of the Neighborhood, will be funded. If project costs exceed the estimates <br /> given, the lowest priority project or projects will be dropped for funding. <br /> Section 4: Authorization is hereby given to accumulate costs and distribute payments from Fund <br /> 366 to accomplish the "1992 Block Grant Neighborhood Improvements" <br /> Section 5: The total estimated cost of the improvements herein authorized is $175,000 which will <br /> include all costs related to design, construction, contract administration, plan <br /> development and associated costs. <br /> Section 6: The City Engineer of the City of Everett under the administration of the Mayor is hereby <br /> given the responsibility of providing for the street, sidewalk and drainage improvements <br /> as defined herein. <br /> Section 7: The City of Everett Parks and Recreation Director under the administration of the Mayor <br /> is hereby given the responsibility of providing for the parks improvements described <br /> herein. <br /> Section 8: The Mayor has also approved $100,000 funding from the Street Overlay Fund for <br /> neighborhood improvements in the Northeast Everett Neighborhood, in association with <br /> the viewpoint project in that neighborhood. <br /> Section 9: The City Treasurer is hereby authorized to obtain interim financing which may be in any <br /> form permitted by law. Interim financing liabilities shall be paid by the Treasurer as <br /> soon as permanent financing monies, from sources as described elsewhere in this <br /> Ordinance, are received. <br />
