• <br /> Three Phase Management Process: To assure that the management organization has <br /> adequate training, experience and direction, the theater management will be <br /> phased-in. The first of three phases will be a professional services contract <br /> between the City and an independent contractor for an Executive Director. The <br /> Executive Director will begin the management process by assisting in the <br /> selection of the board of directors, forming the private non-profit, and by <br /> negotiating a management contract. The second phase will be the start-up of the <br /> private non-profit. During this phase the Executive Director will, by contract, <br /> continue to report to the City Finance Director. It is anticipated that the first <br /> two phases will take 6 to 18 months. The third phase will take place when the <br /> Mayor and City Council concur that the management organization is functioning <br /> responsively. This phase will be a "standard" management contract similar to <br /> the golf pro contract. <br /> Initially (in 1992) the Executive Director will negotiate an independent contractor <br /> Agreement with the City for the purposes of: <br /> • Assisting in the appointment of a Board of Directors <br /> • Establishing a 501C(3) <br /> • Assisting in the drafting of the 501C(3) Management Agreement/Contract <br /> and negotiate the contract with the City. <br /> • Coordinating the Ribbon Cutting Ceremony <br /> • Coordinating the Grand Opening Ceremony <br /> • Coordinating Opening Night <br /> • Coordinating Premier Week <br /> • Coordinating the Opening Series <br /> • Coordinating the use of the theater for Centennial Festivities <br /> • Marketing the theater by pursing and contracting events and presentations for <br /> the theater on an on-going basis. <br /> • Assisting in the development of an initial rental rate structure <br /> • Assisting in the drafting of the Resident Use-Agreement with Everett <br /> Community College <br /> • Assisting in the preparation of the formal 1993 City Budget as it applies to <br /> the Operation and Maintenance of the Community Theater <br /> • Assisting in the development of scheduling priorities <br /> CITY OF EVERETT <br /> COMMUNITY THEATER MANAGEMENT AND BUDGET PLAN <br /> Page 8 <br />
