y9 <br /> EVERETT <br /> ORDINANCE NO. 1868-92 <br /> AN ORDINANCE creating a special project construction fund entitled, <br /> "Paine Field Boulevard Preliminary Study, Predesign, Design, <br /> and Construction" , Fund No. 386 , and repealing Ordinance No. <br /> 1845-92 . <br /> WHEREAS, the City Council recognizes that as new development takes place <br /> in Southwest Everett and Paine Field areas consistent with the Southwest <br /> Everett Comprehensive Plan, Snohomish County's Paine Field Area <br /> Comprehensive Plan, the Paine Field Airport Master Plan, and the City of <br /> Mukilteo's Comprehensive Plan, that access improvements must be made to <br /> accommodate the increase in the vehicular traffic generated by this <br /> development; and <br /> WHEREAS, in 1987 , the city of Everett created Fund No. 386 and retained <br /> CH2M-Hill to commence the study of a future roadway connecting Seaway <br /> Boulevard and SR 525; and <br /> WHEREAS, while this study was on hold pending the outcome of a collateral <br /> traffic modeling study, an EIS was submitted for the Boeing plant <br /> expansion; <br /> WHEREAS, the traffic studies included in the Boeing EIS determined that a <br /> new roadway was needed connecting SR 526 and SR 525, and that, for the <br /> time being, an extension of this new roadway to Seaway Boulevard and/or <br /> the Mukilteo waterfront need only be studied in terms of feasibility; and <br /> WHEREAS, the Boeing Company, the Washington State Department of <br /> Transportation (WSDOT) , and the Washington State Transportation <br /> Improvement Board (TIB) , certain private property owners, and other <br /> funding sources have pledged, and some will in the future additionally <br /> pledge, funding for the study, design, and construction of the new <br /> roadway, and the feasibility study for a northern extension; and <br /> WHEREAS, the study, design, and construction of the roadway are an <br /> integral part of the program to mitigate the off-site traffic impacts of <br /> the Boeing plant expansion; and <br /> WHEREAS, on January 8 , 1992 , the City Council adopted Ordinance No. 1845- <br /> 92 , which established a new appropriation and project scope for the <br /> preliminary studies of the new roadway and its possible northern <br /> extension; and <br /> WHEREAS, Ordinance No. 1845-92 did not include historic revenues and <br /> expenses attributed to Fund No. 386 for the original study of Paine Field <br /> Boulevard, and must therefore be revised; and <br /> WHEREAS, <br /> Ordinance <br /> ofNo. <br /> theBPaine Fieneeds <br /> ld Boulevardrevised <br /> projectinclude <br /> extensionesent <br /> and future phases <br /> study; <br />
