• "ii • ORDINANCE NO. 1867-92 AN ORDINANCE establishing a special project construction fund entitled, "City-managed Boeing Mitigation Project Fund" , Fund No. 302 , as a fund for the predesign and design of city-managed traffic mitigation improvements necessitated by the expansion of the Boeing Airplane Manufacturing Facility in Everett. WHEREAS, in accordance with the Interim Traffic Mitigation Policy, the city of Everett requires each SEPA applicant to mitigate its traffic impacts; and WHEREAS, the Everett City Council finds that the proposed expansion of the Boeing Airplane Manufacturing Facility in Everett will result in a significant deterioration of traffic flow on many streets and highways in and surrounding the city of Everett; and WHEREAS, the city of Everett has determined that the expansion of Boeing Airplane Manufacturing Facility in Everett will require certain trans- portation system improvements to mitigate the project's off-site traffic impacts; and WHEREAS, by the receipt of traffic mitigation payments from the Boeing Company, the city of Everett has become responsible for the predesign, design, and construction of certain transportation system improvements that fall within the city's jurisdictional purview; and WHEREAS, the said Boeing mitigation projects include many of those cited in the SEPA document entitled, "The Decision of the City of Everett Imposing Mitigation Pursuant to SEPA on the Expansion of the Boeing/Everett Airplane Manufacturing Facility" , dated July 3 , 1991; and WHEREAS, the disbursement of revenues from the Boeing Mitigation Fund, Fund No. 158 , to Fund No. 302 is subject to the approval of the SEPA responsible official for the Boeing mitigation program, which approval is documented by the system of project-specific prospectuses administra- tively established as part of said program; and WHEREAS, a special project fund needs to be established to account for the revenues and expenditures incurred during the predesign and design phases of city-managed Boeing mitigation projects; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1. There is hereby created a special project construction fund entitled, "City-managed Boeing Mitigation Project Fund" , Fund No. 302 , which is designated as a special project construction fund for the purposes provided herein.
