1. Whether the proposal manifests exceptional visual harmony <br /> between the sign, buildings and other components of the <br /> subject property through the use of a consistent design <br /> theme; <br /> 2 . Whether the sign or signs promote the planned land use in <br /> the area of the subject property and enhance the aesthetics <br /> of the surrounding area; <br /> 3 . Whether the sign and its placement obstructs or interferes <br /> with any other signs or property in the area or obstructs <br /> natural scenic views; and <br /> 4. Whether the proposed plan is aesthetically superior to what <br /> could be installed under existing criteria in this Section. <br /> B. The decision of the Planning Commission shall be final unless <br /> appealed to the City Council within ten days of the Planning <br /> Commission's decision. <br /> is hereby amended to read: <br /> Comprehensive Design Plan Permits. <br /> A. Application may be made to the Planning Director for special <br /> consideration whereby deviations from the requirements and <br /> restrictions of this Section may be permitted when an applicant <br /> is using a comprehensive design plan to integrate signs into the <br /> framework of the building or buildings, landscaping, and other <br /> design features of the property, utilizing an overall design <br /> theme. This process may be sued to allow flashing, rotating, <br /> revolving, swinging and projecting signs or other similar signs <br /> creating the illusion of movement; to allow off premises <br /> directional signs; to allow roof signs; or to allow the height of <br /> freestanding signs to exceed the standards of this Section. <br /> Comprehensive design may be used on an existing building where <br /> the facade is being altered, when there is now construction, or <br /> in freestanding signs. These permits are not to confused with <br /> the procedures for obtaining variances for hardship or unusual <br /> circumstances. Rather, these permits are based upon the <br /> applicant satisfying the Planning Director that an exceptional <br /> effort has been made toward creating harmony between the sign, <br /> the building and the site where it is located through use of a <br /> consistent design theme which complements and enhances the <br /> surrounding environment. The comprehensive design plan shall be <br /> presented to the Planning Director with a narrative describing <br /> the proposed plan. The Planning Director, using Review Process <br /> II .B, shall assess the applicant's information using the <br /> following criteria: <br /> 1. Whether the proposal manifests exceptional visual harmony <br /> between the sign, buildings and other components of the <br /> subject property through the use of a consistent design <br /> theme; <br /> 2 . Whether the sign or signs promote the planned land use in <br /> the area of the subject property and enhance the aesthetics <br /> of the surrounding area; <br /> z7 <br />
