• <br /> for each additional business on a lot having more than <br /> one business, up to a maximum area of one-hundred and <br /> fifty (150) square feet. <br /> c. The maximum height for a freestanding sign shall be <br /> five (5) feet plus two (2) feet for each one (1) foot <br /> the sign is setback from the property line which abuts <br /> the street right-of-way, up to a maximum height of <br /> twenty-five (25) feet. <br /> d. On lots where more than one freestanding sign is <br /> permitted, the sign area permitted for each sign may be <br /> combined if installed on one sign structure, provided <br /> that the maximum sign area permitted shall not exceed <br /> three-hundred (300) square feet. <br /> SECTION 38: Section 36.170.A or Ordinance No. 1671-89 is amended by <br /> the addition of the following: <br /> 6. Shopping centers or office complexes which are designated as <br /> sign Category A, which have more than 300 feet of street <br /> frontage on one street may have one freestanding sign for <br /> each 300 feet of frontage or portion thereof. Such signs <br /> shall be separated from one another by at least one-hundred <br /> fifty (150) feet. <br /> SECTION 39: Section 36. 190.E of Ordinance No. 1671-91 is hereby <br /> deleted. <br /> SECTION 40: Section 36. 210.A of Ordinance No. 1671-89, which reads: <br /> Comprehensive Design Plan Permits. <br /> A. Application may be made to the Planning Commission for <br /> special consideration whereby deviations from the requirements <br /> and restrictions of this Section may be permitted when an <br /> applicant is using a comprehensive design plan to integrate signs <br /> into the framework of the building or buildings, landscaping, and <br /> other design features of the property, utilizing an overall <br /> design theme. This process may be sued to allow flashing, <br /> rotating, revolving, and swinging projecting signs or other <br /> similar signs creating the illusion of movement; to allow off <br /> premises directional signs; to allow roof signs; or to allow the <br /> height of freestanding signs to exceed the standards of this <br /> Section. Comprehensive design may be used on an existing <br /> building where the facade is being altered, when there is now <br /> construction, or in freestanding signs. These permits are not to <br /> confused with the procedures for obtaining variances for hardship <br /> or unusual circumstances. Rather, these permits are based upon <br /> the applicant satisfying the Planning Commission that an <br /> exceptional effort has been made toward creating harmony between <br /> the sign, the building and the site where it is located through <br /> use of a consistent design theme which complements and enhances <br /> the surrounding environment. The comprehensive design plan shall <br /> be presented to the Planning Commission with a narrative <br /> describing the proposed plan. The Planning Commission shall <br /> assess the applicant's information using the following criteria: <br />
