b. Top of a steep slope is a distinct, sharp break in slope which <br /> separates slopes inclined at less than 40% from slopes equal to <br /> or greater than 40%. Where no distinct break in slope exists, <br /> the top of the steep slope shall be the uppermost limit of the <br /> area where the ground surface drops ten feet or more vertically <br /> within a horizontal distance of twenty-five feet. <br /> Stock in trade for the purposes of this section shall mean all books, <br /> magazines, posters, pictures, periodicals, or other printed material <br /> readily available for purchase, rental, viewing or use by patrons of <br /> the establishment excluding material located in any storeroom or <br /> other portion of the premises not open to patrons. <br /> Stream means a year round or intermittent water course or route, <br /> formed by nature or modified by human activities and generally <br /> consisting of a defined channel with a bed, banks, or sides for a <br /> substantial portion of its length, along which surface waters <br /> naturally and normally flow from higher to lower lands. Streams <br /> include natural swales. Wetlands and entirely artificial water <br /> courses such as irrigation and drainage ditches, grass-lined swales, <br /> canals, and stormwater runoff devices shall not be considered to be <br /> streams. Streams which have been channelized or culverted shall <br /> continue to be considered streams for the purpose of this Ordinance. <br /> Stream channel bottom means the submerged portion of the stream cross <br /> section which is totally an aquatic environment. The channel bottom <br /> may be seasonally dry. <br /> Street means a public or private thoroughfare which provides the <br /> principal means of access to abutting properties. <br /> Structure means a combination of materials constructed or erected on <br /> or under the ground, or attached to something having a permanent <br /> location on or under the ground. <br /> Swale means a shallow drainage conveyance with relatively gentle side <br /> slopes, generally with flow depths less than one foot. <br /> Swamp means an area permanently saturated or inundated by water, and <br /> occupied predominantly by either a scrub-shrub or forested wetland <br /> vegetation community. <br /> T. "T" Terms <br /> Tavern means an establishment selling beer and/or wine for <br /> consumption on the premises. <br /> Temporary or special event sign means a non-permanent sign intended <br /> for use for a short period of time, including banners, pennants or <br /> advertising displays constructed of canvas, fabric, wood, plastic, <br /> cardboard or wallboard, with or without frame. Signs in this <br /> category include signs painted on window surfaces which are readily <br /> removed by washing, and signs referred to in Subsection 36.150. <br /> Traffic Engineer means the traffic engineer for the City of Everett. <br />
