the functional values of all streams in the City, and the long <br /> term goal to improve the quality and functional values of the <br /> stream systems in Everett. To realize stream preservation and <br /> protection goals, the City will use the following methods of <br /> stream impact mitigation in order of preference: <br /> 1. Avoid impact all together by not taking a certain action or <br /> parts of and action; <br /> 2. Minimize impact by limiting the degree or magnitude of the <br /> action and its implementation by using appropriate <br /> technology, or by taking affirmative steps to avoid or <br /> reduce impact; <br /> 3 . Rectify the impact by repairing, rehabilitating or restoring <br /> the affected sensitive areas; <br /> 4. Reduce or eliminate the impact over time by prevention and <br /> maintenance operations during the life of the actions; <br /> 5. Compensate for the impact by replacing, enhancing, or <br /> providing substitute streams and environments; <br /> 6. Monitor the impact and take appropriate corrective measures. <br /> B. Stream Preservation/Alteration Thresholds. <br /> 1. Category I Streams - All Category I streams shall be <br /> preserved. The City may allow alteration of Category I <br /> streams, under the following circumstances: <br /> a. Where alteration is allowed pursuant to Section 5 of <br /> this Ordinance, or <br /> b. The alteration is solely to provide access to <br /> deepwater for a water dependent use or to expand an <br /> existing water-dependent use in an area which is <br /> designated as an "urban" environment by the Shoreline <br /> Master Program, and the alteration does not act to <br /> degrade the functions of the stream, or the degradation <br /> can be fully mitigated; or <br /> c. When necessary to provide access to a lot or a <br /> substantial portion of a lot when no other feasible <br /> means of access exists. Use of common access points <br /> shall be required for abutting lots which have no other <br /> feasible means of access. Alteration for the purpose <br /> of providing access shall be limited to the minimum <br /> number of stream crossings required to permit <br /> reasonable access. <br /> 2. Category II and Category III Streams - <br /> a. Except as provided in this subsection no alteration of <br /> a Category II or Category III stream shall be allowed <br /> except as otherwise provided by Section 5 of this <br /> Ordinance; or <br /> 24 <br />
