• <br /> ORDINANCE NO. i 01L 9/ E!/E?ETT <br /> AN ORDINANCE regulating competitive bidding, amending <br /> Section 1 of Ordinance No. 1500-88 (EMC 3 . 44 . 030) . <br /> SECTION 1: <br /> Section 1 of Ordinance No. 1500-88 (EMC 3 . 44 . 030) which reads as <br /> follows: <br /> The Mayor and Purchasing Manager for the City shall <br /> establish procedures for cost-effective acquisition of <br /> materials, equipment, supplies, miscellaneous services <br /> and public works, considering availability, service, <br /> convenience and cost. Formal competitive bidding shall <br /> not be required in the following instances: <br /> (a) Purchase of materials, equipment or supplies of <br /> less than $10, 000 . <br /> (b) Public works of less than $10 , 000. <br /> (c) Purchase made or contracts for public works <br /> entered into pursuant to a resolution by the City <br /> Council declaring an emergency to exist. <br /> (d) Contracts for personal or professional services <br /> involving peculiar skill or ability where the <br /> performance of the contract depends on the skill and <br /> ability of the persons or company rendering the <br /> service; provided that the Mayor shall advertise for <br /> proposals from engineers, architects and other persons <br /> whose services are licensed under Chapter 18 . 08 , 18 . 43 <br /> or 18 . 96 RCW. <br /> (e) Purchases or contracts where there is only one <br /> available source capable of supplying the subject <br /> matter of the contract. <br /> (f) Work performed by City personnel. <br /> (g) Public works of less than $100, 000 when a small <br /> works roster is used and contracts are awarded as <br /> provided by RCW 35 . 22 . 620 (7) . <br /> be and the same is hereby amended to read as follows: <br /> The Mayor and Purchasing Manager for the City shall: <br /> (1) establish procedures for cost-effective and timely <br /> acquisition of materials, equipment, supplies, <br /> miscellaneous services and public works, considering <br /> availability, service, convenience and cost; and (2) <br /> establish policies and procedures for purchases made <br /> pursuant to Chapter 39 . 34 RCW, the Interlocal <br />
