• <br /> Cooperation Act. Formal competitive bidding shall not <br /> be required in the following instances: <br /> (a) Purchase of materials, equipment or supplies <br /> of less than $25, 000; provided, that for materials, <br /> equipment or supplies costing between $25, 000 and <br /> $250, 000, the City Council may authorize purchases <br /> based on the low bid obtained through the formal <br /> bidding process of other governmental agencies. <br /> (b) Public works of less than $20, 000 for one <br /> craft or trade or $35, 000 for more than one craft or <br /> trade. <br /> (c) Purchases made or contracts entered into <br /> pursuant to a resolution by the City Council declaring <br /> an emergency to exist; provided, however, if the <br /> emergency is of such urgency to preclude any delay, the <br /> Mayor may authorize purchases made and contracts <br /> entered into so long as a resolution declaring an <br /> emergency to exist is brought before Council as soon as <br /> practicable. <br /> (d) Contracts for personal or professional <br /> services involving peculiar skill or ability where the <br /> performance of the contract depends on the skill and <br /> ability of the persons or company rendering the <br /> service; provided that the Mayor shall advertise for <br /> proposals from engineers, architects and other persons <br /> whose services are licensed under Chapter 18 . 08 , 18 . 43 <br /> or 18 . 96 RCW. <br /> (e) Purchases or contracts where the City Council <br /> determines that there is only one available source <br /> capable of supplying the subject matter of the purchase <br /> or contract. <br /> (f) Work performed by City personnel. <br /> (g) Public works of less than $100, 000 when a <br /> small works roster is used and contracts .re awarded as <br /> provided by RCW 35 . 22 . 620 <br /> PETE KINCH, ayor <br /> ATTEST: _ �> <br /> CITY CLERK - <br /> Passed: a /r/9/ <br /> Valid: /a - / <br /> Published: ,' y5_ <br /> Effective: /217�� <br /> bidding.ord.taq <br />
