Along with the capital <br /> improvements for drainage/surface water management, Utilities has <br /> implemented a very successful program of community involvement, <br /> education and sampling. <br /> COMBINED SEWER OVERFLOW ABATEMENT <br /> Everett's first sewage collection system, built in North Everett, was <br /> designed to collect both sewage and storm runoff and transport the <br /> collected waste into the Snohomish River or Port Gardner. In 1959, the City <br /> installed an interceptor to divert the wastewater to Smith Island and the <br /> recently constructed sewer lagoons. The original interceptor was designed <br /> to transport normal sewage flows and light storm runoff. When moderate <br /> or heavy storm water runoff occurred, the excess runoff - combined with <br /> sewage - was diverted into the river. <br /> In 1986, the State required cities with combined sewer overflows to <br /> develop plans to control the overflow. In 1987 the City submitted a CSO <br /> control plan to the State which was approved the following year. After <br /> approval of the CSO control plan by the State, the City applied for both a <br /> grant and a loan from EPA. EPA approved a $15.2 million loan from the <br /> State Revolving Fund, interest free for five years, and a $1 .32 million grant. <br /> This money is being used for two projects, the Snohomish River CSO <br /> Interceptor Project and the North Snohomish River CSO Project, both of <br /> which are expected to be completed in late spring of 1993. <br /> When completed, these two projects will control about 85% of the City's <br /> overflow making ours the most successful CSO control program in the <br /> State. Utilities anticipates that by the end of the decade the State will <br /> require construction of the Port Gardner Bay CSO Control Projects. Utilities <br /> is in the planning stage for this eventuality and this proposal will help to <br /> build the cash reserves needed to fund additional CSO projects. <br /> SOUTH END INTERCEPTOR <br /> The need for an expanded South End Interceptor was originally identified in <br /> the 201 Facility Plan which was completed in 1980. <br /> By 1988, flows from South Everett to North Everett in the existing <br /> interceptor had reached a level that indicated a new interceptor would be <br /> needed in the near future. <br /> In 1989, design began and the location for the interceptor was chosen from <br /> among four alternatives. <br /> Construction began in June of '91 and will be completed by April of '92. <br /> The City's share of the South End Interceptor cost is estimated to be $7 <br /> million, paid from the 1988 bond issue and user fees. <br /> WPCF FUNDING ('88 BONDS) <br /> In 1988, Utilities issued water and sewer revenue and refunding bonds in a <br /> principal amount of $48,000,000 These bonds were issued in part to pay <br /> the City's share of the Water Pollution Control Facility construction, the rest <br /> Page 2 <br />
