EVERETT <br /> AND THE CITY OF MARYSVILLE <br /> FOR PROGRAM YEARS 2012 THROUGH 2014 <br /> WHEREAS, the federal government has enacted the Cranston-Gonzalez <br /> National Affordable Housing Act, Pub. L. No. 101-625, which by Title II created the <br /> HOME Investment Partnerships Program ("HOME Program") administered by the <br /> United States Department of Housing and Urban Development ("HUD") through <br /> regulations at Title 24 Code of Federal Regulations ("CFR") Part 92 (the "HOME <br /> Regulations"); and <br /> WHEREAS, the HOME Regulations allow units of general local government to <br /> form consortia for purposes of obtaining funds under the HOME Program; and <br /> WHEREAS, Snohomish County, a political subdivision of the State of <br /> Washington (the "County"), the City of Everett, a municipal corporation of the State of <br /> Washington ("Everett"), and the City of Marysville, a municipal corporation of the State <br /> of Washington ("Marysville" and, collectively with Everett, the "Cities"), are <br /> geographically contiguous units of local government eligible to form a consortium under <br /> the HOME Regulations; and <br /> WHEREAS, Chapter 39.34 RCW (the "Interlocal Cooperation Act") permits local <br /> governmental units to enter into agreements to cooperate for certain beneficial <br /> purposes if authorized to each; and <br /> HOME CONSORTIUM INTERLOCAL AGREEMENT AMONG Page 1 of 8 <br /> SNOHOMISH COUNTY, CITY OF EVERETT AND CITY OF <br /> MARYSVILLE FOR PROGRAM YEARS 2012 THROUGH 2014 <br /> 48 <br />
