5 AMENDMENT NO. 2 <br /> TO <br /> AGREEMENT FOR ENGINEERING SERVICES <br /> REPLACEMENT OF WATER TRANSMISSION LINE#2—PHASE 8B <br /> WHEREAS: <br /> HDR Engineering, Inc.
