Account Number(s): 3138
Budget Remaining 60,000.
Additional Required -0-
DETAILED SUMMARY STATEMENT:
Evergreen Pump Station is a critical facility in Everett's water supply system. It pumps water to most of
south Everett. At the same site, the Alderwood Water and Wastewater District(AWWD)has two pump
stations. For reliability purposes, both the City and AWWD have a need for a back-up power supply.
Therefore, both agencies entered into an agreement on September 14, 2009,to jointly fund a Snohomish
PUD pre-design of such a system. The City share was about$42K. This agreement was amended on October
11, 2010 to jointly fund the construction of the proposed system. Amendment No. 1 defined the cost split
ratio between the City and District as 54:46 based on the proportional benefits each party receives from the
back-up power supply compared to the present switch gear.Under this amendment, AWWD contracted with
the PUD to complete design, procure materials and construct the project. Per the agreement,AWWD would
then bill the City for its share of the associated costs; of which the City's share amounts to about $864K.
Amendment No. 2 adds two new items to the agreement: 1)Frontier Communications needed to move some
of their lines as part of this project, and 2)there is a need to conduct a surge analysis related to the City and
AWWD pump station operations at the Evergreen Pump Station site. These would result in a City cost
increase of about$34K. The total City share cost from this agreement is about$940K.
RECOMMENDATION(Exact action requested of Council):
Authorize the Mayor to sign Amendment No. 2 to Agreement with Alderwood Water and Wastewater
District(AWWD)regarding Everett Evergreen Pump Station and AWWD Pump Stations 1 &2.
19
