1 <br /> Exhibit A <br /> City of Everett <br /> SCOPE OF SERVICES <br /> SEWER "M" PROJECT, UP 3470 <br /> Sewer System Replacement and <br /> Capacity Improvements <br /> Jacobs Engineering Group <br /> September 2011 <br /> 1. PROJECT UNDERSTANDING <br /> The City of Everett desires planning, design, and construction assistance services to provide for <br /> construction of buried pipelines and street improvements in a 30 block area, or 112 acres, <br /> roughly between 10th and 19th Streets and between Grand and Rockefeller Avenues in the area <br /> as shown on Exhibit A-1. The neighborhood is single family residential and within the NW <br /> Everett Neighborhood. The Project will generally consist of: <br /> • Modifications to its existing combined sewer(CS) system, as necessary to reduce the <br /> frequency of basement flooding in the vicinity of Colby, Hoyt and 15th St. described in the <br /> Otak, Inc. report entitled North Everett Combined Sewer Evaluation (Basin D) —Post <br /> June 9, 2010 Event, February 2011, (issued in March 2011). General improvements to <br /> be considered for implementation include: <br /> o New stormwater collection points at approximately 15 intersections. <br /> o . Installation of approximately 7,000 LF of storm drain (SD) separation from the <br /> combined sewer (CS) conveyance system connecting to the City's existing <br /> overflow pipeline in the vicinity of Grand Avenue and 15th Street. <br /> o A means for routing first-flush, low-flow storm water to treatment, with higher <br /> flows passing to the outfall. <br /> • Replacement of approximately 12,120 LF of aging sewers and 500 side sewers, as <br /> needed; and, <br /> • Replacement of streets (including asphalt pavement, curb & gutter, and sidewalk) and <br /> alley improvements, as needed. <br /> 2. ASSUMPTIONS <br /> This scope of work is based on the following assumptions: <br /> a.
