• <br /> EXHIBIT A-3 <br /> SCOPE OF WORK <br /> CITY OF EVERETT <br /> WATER TRANSMISSION PIPELINE CROSSING <br /> PIPELINE 5 AT PILCHUCK RIVER <br /> October 4, 2011 <br /> DESIGN FOR PIPELINE REPLACEMENT <br /> BY OPEN CUT TRENCHING <br /> AMENDMENT 3 <br /> INTRODUCTION <br /> The Professional Services Agreements(PSA)between the City of Everett(City)and URS <br /> Corporation(URS),dated August 7,2006,was prepared for design of the Pilchuck River <br /> Crossing pipeline replacement by Horizontal Directional Drilling(HDD). Amendment 1 was <br /> approved in January 2008 to include design of an overhead structure to replace the river crossing; <br /> the 60%design documents were prepared and submitted in May 2008. Amendment 2 was <br /> requested by the City to evaluate and design an open cut replacement instead of the overhead <br /> structure. The 60%design and permit documents for the Open Cut Pipeline Replacement were <br /> submitted in September 2008. In the fall of 2008 the project was put on hold by until June 2010. <br /> Amendment 3 is needed to complete the design,conduct additional permit support for in-water <br /> permits,prepare Snohomish County grading permit drawings and application,conduct additional <br /> survey and geotechnical investigation,and provide services through construction. Similar work <br /> elements to the original and amended design will be needed to complete the construction <br /> documents and permitting for an open cut replacement. Therefore,the same work items will be <br /> • used for this amendment,as described below. <br /> PROJECT ORGANIZATION <br /> The URS Seattle office will complete the work described herein. Key staff will include: <br /> • Cecil Urlich,P.E.—Professional in charge and technical review <br /> • Carla Talich,P.E.—Project manager,hydraulics and permit support <br /> • John Gillespie,P.E.—Pipeline design engineer <br /> • Rod DenHerder,P.E.—In-river design engineer <br /> • Martin McCabe,PhD,PE—Geotechnical engineering <br /> • Cris Castro,P.E.—Cost estimate, construction schedule, specifications <br /> • Bill.Mavros—Fisheries biologist <br /> • Jeff Walker,P.W.S.—Permit support and wetland investigations <br /> • Chad Stickel—AutoCAD <br /> The following tasks are currently defined in the August 7,2006 agreement.
