EXHIBIT A <br /> SCOPE OF WORK <br /> CITY OF EVERETT <br /> SOUTH CHAPLAIN#1 LINE TUNNEL ABANDONMENT PLAN <br /> ENGINEERING REPORT AND DESIGN <br /> Based on our understanding of the project,this Scope of Work presents the professional <br /> services requested by the requested by the city of Everett for the South Chaplain #1 <br /> Tunnel Abandonment Plan. The project will provide an engineering report and design for <br /> stabilization of the hand driven 1929 rock tunnel,modification to the Spillway and Gate <br /> Shaft, and hydraulic control of the upstream pressure conduit and intake structure. The <br /> State'of Washington Department of Ecology Dam Safety(Dam Safety)requires the <br /> engineering report that addresses and discusses the project issues, alternatives and <br /> solutions, and schedule for the design and project work. In recognition of the importance <br /> of this facility consisting of Lake Chaplain(reservoir), an earthen dam, and ancillary raw <br /> water intakes and other structures, it will be important for the project repair strategy to be <br /> consistent with the day-to-day and emergency reservoir operations. <br /> The following steps will be used to achieve the development the engineering report and <br /> design modifications: <br /> Task 1 —Project management to include coordination of sub-consultant and quality <br /> assurance and quality control reviews. <br /> This item of work will incorporate the overall management of the work, as well as <br /> coordination of subcontract work. In addition the project management task covers the <br /> administrative activities. <br /> Task 2—Preparation of the Engineering Report. <br /> The Engineering Report is required by Dam Safety. This report will provide the <br /> foundation for stabilization of the existing#1 Line Tunnel, and repairs or modifications <br /> to the clear well structure,upstream pressure tunnel,and intake structure. This work will <br /> include: <br /> a. Perform field investigation and obtain dimensional measurements of the <br /> configuration of horseshoe (dry side)tunnel of#1 Line Tunnel, geologic <br /> assessment of the tunnel materials,tunnel stability,identification and location <br /> of the rock planes and seepage. Consistent with dam safety issues we would <br /> address the general rock structure and stability of the abutment where#1 Line <br /> Tunnel is located. As part of this assessment we will review available <br /> geologic or geotechnical information specific to this facility <br /> 150 <br />
