11 <br /> UNIVERSITY OF WASHINGTON and CASCADIA COMMUNITY COLLEGE <br /> TRANSPORTATION PASS "U-PASS" AGREEMENT <br /> THIS AGREEMENT (hereinafter, "Agreement") is made and entered into by and among the <br /> University of Washington, a state institution of higher education and agency of the State of <br /> Washington ("University"), Cascadia Community College, a state institution of higher education <br /> and agency of the State of Washington, co-located with the University of Washington at the <br /> Bothell campus ("College"), collectively referred to as "Institutions", and the following public <br /> transportation agencies ("Participating Agencies"): <br /> The Snohomish County Public Transportation Benefit Area ("Community Transit") <br /> The City of Everett ("Everett Transit") <br /> King County Department of Transportation, Metro Transit Division ("King County") <br /> The Kitsap County Public Transportation Benefit Area ("Kitsap Transit") <br /> The Pierce County Public Transportation Benefit Area Corporation ("Pierce Transit") <br /> The Central Puget Sound Regional Transit Authority ("Sound Transit") <br /> RECITALS <br /> WHEREAS, the Institutions and the Participating Agencies share the desire to provide a <br /> comprehensive transportation pass program that will reduce single occupant vehicle (SOV) <br /> commute trips and improve the mobility of students, faculty, and staff at the University's Seattle, <br /> Bothell, and Tacoma Campuses; Harborview Medical Center; and at the College; and <br /> WHEREAS, the Participating Agencies are authorized to provide public transportation <br /> and generally promote alternatives to SOV commuting in the central Puget Sound region; and <br /> WHEREAS, the Institutions have a desire to provide incentives and benefits to their <br /> students, faculty and staff which promote non-SOV commuting to the University's Seattle, <br /> Bothell, and Tacoma Campuses; Harborview Medical Center; and at the College; and <br /> WHEREAS, the University, the College and the Participating Agencies desire that the U- <br /> PASS program be continued using the single fare medium of ORCA so that the Institutions' <br /> Eligible Students and Eligible Faculty and Staff can access a variety of public transportation <br /> services and benefits in support of commuting by non-SOV modes; and <br /> WHEREAS, the University and the Participating Agencies recognize that Seattle <br /> students have made a commitment to the continued role of the U-PASS program at the <br /> University of Washington by voluntarily making U-PASS a mandatory fee for all regular Seattle <br /> students; and <br /> WHEREAS, the University and the College share a campus at Bothell and the University <br /> and the College have a shared obligation to reduce SOV travel to the combined campus; and <br /> the College assumes all responsibilities pertaining to management of its U-PASS program in the <br /> ORCA system; and <br /> WHEREAS, King County is willing to take the lead among the Participating Agencies in <br /> performing certain administrative functions under this Agreement, and the University is willing to <br /> take the lead among the Institutions in performing certain program and administrative functions <br /> under this Agreement. <br /> 4 6 <br /> U-PASS Agreement Page 1 of 44 Final, October 2011 <br />
