11 <br /> 9.2 University Seattle Campus Supplemental Surveys. The University will conduct <br /> supplemental on-line surveys to better estimate transit usage on specific agencies' <br /> services. These supplemental surveys will be conducted in Spring 2012. <br /> 9.3 Sound Transit. Sound Transit will conduct an onboard survey in Fall 2011 and Winter <br /> 2011 which shall record use of U-PASS (ORCA) for fare payment on express bus, light <br /> rail, and commuter rail services. The survey shall record the actual distance traveled for <br /> respondents using services with variable distance based pricing. <br /> 9.4 Harborview Medical Center. The biennial CTR survey conducted at Harborview Medical <br /> Center will be used to inform the use of ORCA data to define transit ridership at <br /> Harborview Medical Center. The University will be responsible for distributing and <br /> collecting the CTR surveys. The University will employ a process for coding and <br /> reporting on survey results for U-PASS holders only, in addition to reporting on total <br /> respondents. The survey will be conducted in Fall 2012. <br /> 9.5 University of Washington Bothell and University of Washington Tacoma. The University <br /> and Participating Agencies will use the surveys developed previously for those <br /> campuses with any agreed updates to inform the use of ORCA data to determine transit <br /> ridership at the University of Washington Bothell and Tacoma campuses. The survey will <br /> be conducted in Spring 2012. The Lead Institution will be responsible for <br /> production/distribution/collection of the survey. <br /> 9.6 ORCA data provides the ridership data and other trip data for determining the number of <br /> transit trips, Per Trip Rate and cost for the College effective with this Agreement. The <br /> University and Participating Agencies intend to use usage data available from the ORCA <br /> system as part of the basis for pricing in the amended Attachment 2 that will take effect <br /> October 2012, for all populations except the Seattle Student group. ORCA data will be <br /> the primary basis for determining the number of trips, Per Trip.Rate and costs in the <br /> successor to this Agreement commencing October 2013. To the extent technically <br /> feasible, the Participating Agencies will ensure that ORCA provides accurate data on the <br /> actual number of trips taken, the value of trips taken, and transfers made. Changes in U- <br /> PASS ridership will therefore be reflected in this data, whether due to changes in U- <br /> PASS participation, service cuts or additions, inclement weather cancelations, University <br /> closures or other causes. The Parties understand and agree that the ORCA system Block,not allow for instantaneous implementation of a card move between groups, <br /> Product Block or deactivation of cards via the ORCA Whitelist process. The Parties <br /> agree to meet and discuss the potential need for adjustments, if any, to trip counts to <br /> oups, Card <br /> address loc in for removal of cards or Card Groups from the e implementation of card moves between rORCA Whitelist.Blocks or <br /> Product Blocks, <br /> 10.0 ORCA UW CARDS <br /> 10.1 The ORCA UW Card stock provided under this Agreement shall consist of a non- <br /> standard ORCA Card that includes an ESN, ORCA Elements and, separately, the blank <br /> space and magnetic stripe on which the University may create or apply its Non-ORCA <br /> Elements. The ORCA UW Card stock shall conform to the specifications in Central Puget <br /> Sound Regional Fare Coordination System Fare Card.Graphics Design Requirements, <br /> SEA 01634, DR 101.06 & 101.07 (dated May 20, 2010), specifically sections 2.2, 2.3, <br /> 3.4, 5.2, 5.4, 5.5 and 5.6, unless otherwise agreed by the Parties. ►he cards will have a <br /> glossy finish. <br /> 53 Page 8 of 44 Final, October 2011 <br /> U-PASS Agreement <br />
