Coast Guard, <br /> and NOAA or Congressional developments regarding change and/or diversity the force <br /> structure and mission of the base,unit movements, funding,policy regarding Naval <br /> Station Everett or tenant organizations. <br /> O Service Provider will work with the City in support of Naval Station Everett military <br /> construction requests, facilities and service improvements and other related legislative <br /> issues as appropriate. ' <br /> o Service Provider will recommend to the City a federal appropriations strategy that wilt <br /> help the community to manage change in the military character of the region and mission <br /> of the base,support mission expansion and advocate for base growth with the addition Of <br /> ships assigned to replace aging frigates scheduled to be retired within the coming five <br /> years. <br /> HI. AEROSPACE DEVELOPMENT: <br /> ® With the Congressional delegation, Governor Gregoire, Labor and the community <br /> Service Provider will assist the City develop and execute strategies to promote an <br /> experienced, highly skilled and coordinated manufacturing environment to The Boeing <br /> Company in support of executing the contract to build the next generation USAF tanker <br /> • aircraft in Washington State and Everett. <br /> o With the Congressional delegation,Governor's Office,Legislature,business,labor and <br /> community leaders the Service Provider will assist City leaders develop and execute <br /> strategies to secure the Boeing 737MAX program for Washington State at Paine <br /> Field/Everett, <br /> IV, ASSISTANCE ON OTHER FEDERAL ISSUES: <br /> Service Provider also will provide ongoing advocacy,monitoring, and reporting assistance on <br /> federal legislation and regulatory matters of impact to the City of Everett. These include,but are <br /> not limited to: <br /> • Local control of rights-of-way <br /> o Safe Drinking Water Act,Clean Water Act <br /> o Federal permitting issues under NEPA(`401' and '404' permits) <br /> • Standards being promulgated by OSHA,EPA,and other federal agencies <br /> o Department of Homeland Security matters affecting local governments <br /> o Higher Education/Workforce Training <br /> a Climate Change <br /> o Alternative Energy and biofuels <br /> o Economic Development <br /> Page 10 <br /> McBee Professional Services Agreement <br /> 43 <br />
