FINDINGS OF FACT 1. The Estate of Wayne K. and Anna F. Joel, Respondent, is the owner of record of property at 5401 S. 4th Avenue, Everett, Washington (property) which is in an R-2, Single Family Medium Density Residential zone as established by the City of Everett. According to the Snohomish County Medical Examiner's Office, Anna F. Joel died on March 7, 2015 and Wayne K. Joel died on April 17, 2015. Probate on the Estate had been started in 2015 but withdrawn. There are three known adult children of Wayne and Anna Joel. On November 15, 2016, City of Everett Code Enforcement Officer Don Cunningham conducted an inspection of the property and observed and photographed garbage, junk and household items had been discarded in the yards of the property in public view and vegetation exceeded the maximum City allowed 12 inch height. Two vehicles with expired license tabs were parked in the yard between the structures and roadway on a non-approved surface. Officer Cunningham also observed two vacant and unsecured structures (a residential and accessory structure) on the property that were being occupied even though the residence was without electrical service. Such violations are annoyances and disrupt and injure the comfort, repose, health and safety of others. The entire community is affected by the activity.
