On November 16, 2016, Cyndy Nance, Snohomish County Public Utility District <br /> (PUD), confirmed that power to the residential structure on the property had been <br /> disconnected in early November. In addition, Kathy Hanka, City of Everett Utilities, <br /> informed Officer Cunningham that water service had been shut off on the property <br /> on January 12, 2016. On November 16, 2016, the City issued a violation citation to the Respondent for <br /> violations of Everett Municipal Code (EMC) 8.20.020(A)(C)(E)(G) Nuisances; EMC <br /> 8.22.030(A) Inoperable Vehicles; EMC 19.34.080(A) Parking Area Design; <br /> International Property Maintenance Code (IPMC) 108.1.3 Structure Unfit for Human <br /> Occupancy as adopted by EMC 16.005.010; IPMC 108.1.5(7) Dangerous Structure <br /> or Premises as adopted by EMC 16.005.010; IPMC 106.1 Unlawful Acts as adopted <br /> by EMC 16.005.010; IPMC 505.1 Water System as adopted by EMC 16.005.010 <br /> and IPMC 604.1 Facilities Required as adopted by EMC 16.005.010. Copies were <br /> mailed to the Respondents via first class and certified mail to the Respondents last <br /> known address which Officer Cunningham obtained from Snohomish County <br /> Assessors Record. A copy was posted at the property on November 17, 2016. <br /> Each method of service used is independently sufficient to provide notice. On November 17, 2016, Officer Cunningham posted the property with a <br /> condemnation placard that was issued because of a lack of approved water and <br /> electrical service. In the City of Everett lack of water and electrical service renders <br /> a residential structure unfit for human habitation. A notice of condemnation was <br /> mailed to the Respondent via first class mail and certified mail. The notice informed <br /> the Respondent of the violations present on the property and set forth that the <br /> residential structure be vacated immediately. While posting the citation on November 17, 2016, Officer Cunningham observed <br /> and photographed the two structures on site remained unsecured and open to <br /> trespass and without electrical service. When Officer Cunningham contacted Scott <br /> W. Officer Cunningham discovered that Financial Freedom, a property preservation <br /> group, was representing the interest of City Bank NA in the property and Nathan <br /> Smith, attorney, was providing legal service to City Bank in a foreclosure action <br />
