, <br /> 4 <br /> EV/ERETT <br /> sll <br /> ORDINANCE NO. 1822-91 <br /> AN ORDINANCE creating a special fund entitled "Alverson <br /> Bridge" , Fund 384, to accumulate all design and <br /> construction costs for the Alverson Bridge Project, and <br /> repealing Ordinance No. 1325-87 as amended by Ordinance <br /> No. 1386-87. <br /> WHEREAS, on October 8, 1986, Council authorized the Public Works Department <br /> to advertise for an Engineering Consultant to perform the preliminary study <br /> and design for the Alverson Bridge Improvement; and as a result thereof the <br /> City entered into an agreement with Sverdrup Corporation; and <br /> WHEREAS, on May 26, 1987, Sverdrup Corporation completed the preliminary <br /> engineering study and on January 28, 1988, the City supplemented the <br /> agreement with Sverdrup Corporation to develop a detail design for the <br /> Alverson Bridge Improvement; and <br /> WHEREAS, on September 1, 1987, the City entered into an agreement with the <br /> Port of Everett providing partial funding for the design cost; and <br /> WHEREAS, on July 10, 1991, Council authorized a memorandum of understanding <br /> as amended on September 4, 1991, between the City and the Port of Everett <br /> for a port area transportation plan and roadway improvements; and <br /> WHEREAS, the State of Washington has allocated funding for the State's <br /> portion of the Alverson Bridge improvements; and <br /> WHEREAS, based on existing agreements, increased funding, design and <br /> construction costs, citizen input and other improvements there is a need to <br /> revise the existing ordinance; <br /> NOW THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: <br /> A special design and construction fund is hereby established as Fund 384, <br /> entitled "Alverson Bridge" to accomplish the actions authorized in this <br /> ordinance. <br /> SECTION 2: <br /> Authorization is hereby given to accumulate costs and distribute payments <br /> from Fund 384 to accomplish the "Alverson Bridge Improvements" . <br />
