' f Section 2 : Authorization is hereby granted to provide for the development of contract plans, specifications and detailed cost estimates and construction required to provide the following: A. Northeast Everett Neighborhood Improvements 1. Allocate $15, 000 for establishment of a viewpoint park in 800 Block of East Marine View Drive; and allocate $15, 000 for the playground equipment and benches for Riverdale Park. B. Port Gardner Neighborhood Improvements 1. Allocate $15, 000 to construct sidewalk on the west side and an extruded curb on the east side of 3300 Block of Norton Avenue. C. Riverside Neighborhood Improvements 1. Allocate $30, 000 for street and sidewalk improvement project. a. Highland Avenue - 21st to 22th $30, 000 Replace curb, gutter and sidewalks on the west side and street overlay on those two blocks of Highland. (This project is eligible for street overlay funds. ) D. Lowell Neighborhood Improvement 1. Allocate $15, 000 for park benches placed at various locations around Lowell neighborhood, implementation of a fitness course at Lowell Community Park, and a Neighborhood cleanup program. Section 3 : Should costs be less for the above projects than originally estimated, projects receiving the next highest neighborhood priority shall be included for funding. If project costs exceed the estimates given, the lowest priority project or projects will be dropped for funding. Section 4 : If any of the above projects is started but not completed, completion of the project(s) will be automatically funded with any 1991 Block Grant funds received by the neighborhood where an uncompleted project is located. Section 5: All of the above projects shall conform to the requirements of the City Ordinance 555-78, as amended by City Ordinances 665-80 and 793-81. Determination of the appropriate standards to impose shall be made by the City Engineer.
