SECTION 10: Subsection 41 .150.D.1 of Ordinance No. 1671-89, which <br /> reads: <br /> 1 . Governmental or Quasi-Governmental Activities: <br /> a. Public Building and Public Service Uses: <br /> ( 1) In order for a governmental administrative office use <br /> or building to be established outside of those areas of <br /> the B-3 zone located south of Everett Avenue and north <br /> of Pacific Avenue, the applicant shall demonstrate that <br /> the proposed use will provide clearly superior service <br /> to the public in an alternative location or that <br /> locating in the B-3 zone will be harmful to the <br /> downtown core. <br /> ( 2 ) All governmental office, administrative office or <br /> public service office buildings and uses located in the <br /> areas designated "Government Center Administrative <br /> Services" ( 3 . 3 ) , or "Government Social and Human <br /> Services" ( 3 . 4) , (see Map No. 58-1) by the Everett <br /> General Plan shall be subject to the evaluation <br /> criteria of Paragraph C, but shall be evaluated using <br /> Review Process II .A. <br /> ( 3 ) Setbacks for governmental public service buildings and <br /> uses located outside the B-3 zone shall be determined <br /> during the review process as necessary based upon the <br /> impact the proposed use or building will have upon <br /> surrounding properties. <br /> is hereby amended to read: <br /> 1 . Governmental or Quasi-Governmental Activities: <br /> a. Public Building and Public Service Uses : <br /> ( 1 ) Governmental office uses and buildings are permitted <br /> using Review Process II .B in the B-2 , B-2(B) , C-1 , <br /> C-1R, C-2 , M-1 , M-2 and M-M zones , and in those <br /> portions of the B-3 zone which are located north of <br /> Everett Avenue or south of Pacific Avenue , subject to <br /> the General Evaluation Criteria for Special Property <br /> Uses. <br /> ( 2 ) After January 1 , 1997 , government office uses and <br /> buildings in the B-2 , B-2(B) , C-1 , C-1R, C-2 , M-1 , M-2 <br /> and M-M zones , and in those portions of the B-3 zone <br /> which are located north of Everett Avenue or south of <br /> Pacific Avenue, shall be subject to Review Process <br /> III .B. In these zones and in the other zones which the <br /> Use-Standards Table indicates that governmental office <br /> uses are subject to Review Process III .B, such uses may <br /> be permitted to locate outside the B-3 zone only when: <br /> (a) such use is incompatible with other uses permitted <br /> in the B-3 zone or is inconsistent with the stated <br /> purpose of the B-3 zone; or <br />
