• • (b) • when the public intended to be served by . the proposed governmental office use will clearly be better served by a location outside of the B-3 zone. Convenient off-street parking shall not be permitted to be used as a basis for making this determination. ( 3 ) Government activities and public _ facilities that involve large vehicles , bulk storage 'or processes that are incompatible with the permitted uses or stated purpose of the B-3 zone shall not be located in the B-3 zone. ( 4) Setbacks for governmental or quasi-governmental buildings and uses located outside the B-3 zone shall be determined during the review process as necessary based upon the impact the proposed use or building will have upon surrounding properties . SECTION 11: Subsection entitled Map No. 58-1 , of Ordinance No. 1671-89 , is hereby deleted. SECTION 12: Severability. If any section, subsection , clause , phrase or any portion of this ordinance is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this ordinance. The City Council of the City of Everett hereby declares that it would have adopted this ordinance and each section, subsection, sentence, clause, phrase or portion thereof irrespective of the fact that any one or portions be declared invalid or unconstitutional. SCION 13: It is expressly the purpose of this Ordinance to provide for and promote the health, safety, and welfare of the general public and not to create or otherwise establish or designate any particular class or group of persons who will or should be especially protected or benefitted by the terms of this Ordinance.
