EXHIBIT A <br /> LAKE CHAPLAIN ROAD AND CULVERT PROJECT <br /> CITY OF EVERETT <br /> GEOTECHNICAL ENGINEERING, HYDRAULIC ENGINEERING,AND PERMITTING SERVICES <br /> ADDITIONAL SERVICES SCOPE AND FEE ESTIMATE <br /> GEOENGINEERS JOB NO.0661-107-00 <br /> GeoEngineers, Inc. is pleased to present our scope and fee estimate for additional design and permitting <br /> services for the Lake Chaplain Road and Culvert project to replace an existing 6-foot span by 4-foot rise <br /> pipe arch culvert along Woods Lake Creek,a tributary to the Sultan River,which flows under Lake Chaplain <br /> Road.The existing culvert is undersized resulting in overtopping of the road embankment during high flow <br /> events and erosion on the downstream side of the road embankment threatening the stability of the road. <br /> Additional analyses and design services are requested to evaluate the current site conditions and stability <br /> concerns after heavy winter storms pose a high risk of embankment failure, to evaluate changes in <br /> culvert design to expedite permitting, and to support additional permitting alternatives on an as- <br /> requested basis. <br /> Our additional services for the culvert replacement will include the following tasks: <br /> 1. Provide additional coordination meetings and support regarding the emergency permitting <br /> approach. <br /> 2. Complete a site visit,additional slope stability analyses, and geotechnical memo regarding current <br /> embankment conditions. <br /> 3. Coordinate and develop permit response memorandum including hydraulic analyses for bankfull <br /> width, presence of downstream DNR bridge, and culvert design questions. <br /> 4. Revise JARPA drawings for larger culvert. <br /> 5. Modify construction drawings for larger culvert including corresponding changes to channel, <br /> headwall,and quantities. <br /> 6. Provide additional communication and support during permitting activities on an as-needed basis <br /> (upon request from City of Everett as needed). <br /> A breakdown of our labor hours and estimated fee for the above tasks is provided in attached Exhibit B. <br /> We appreciate the opportunity to provide continued services on the Lake Chaplain Culvert project. Please <br /> call if you need additional detail or if you have any questions regarding the project, our services, or the <br /> estimated budget. <br />
