12, <br /> Exhibit Al <br /> City of Everett <br /> Amendment No. 1 . <br /> SWCP Phase 2 — Nine Basins in the Port Gardner Watershed <br /> Scope of Work <br /> Otak Project No. 31726A <br /> Background <br /> Otak, Inc. was hired to assist the City of Everett in updating and revising the 1982 <br /> Drainage Basin Plans with a Surface Water Comprehensive Plan (SWCP). Phase 1 of <br /> the updated SWCP was completed in 2011. This Scope of Work is to complete Phase 2 <br /> of work on the SWCP. The completed SWCP and supporting documents will include <br /> watershed plans for the Lake Washington, Port Gardner Bay and Snohomish River <br /> watersheds within the City/UGA boundaries. Otak also will prepare a summary <br /> document and implementation plan for the three watershed plans. A total of 16 <br /> individual basins are contained within the three City watersheds. <br /> The updated Everett SWCP is being implemented in three phases, as described below: <br /> • Phase 1, previously completed by Otak, consisted of basin characterization and <br /> analyses in two pilot basins (Pigeon Creek No. 2 basin located in the Port <br /> Gardner Bay watershed and North Creek basin located in the Lake Washington <br /> watershed). <br /> • Phase 2—this project—will analyze the nine remaining nine basins in the Port <br /> Gardner Bay watershed. <br /> • Phase 3 is a future phase that will complete the Lake Washington Watershed <br /> Plan (two basin) and Snohomish River Watershed Plan (three basins) and <br /> provides the SWCP summary and implementation plan. <br /> Project Approach <br /> Key goals of the Phase 1 Pilot Basins Plans were to establish templates for the plans <br /> that meets City's needs and expectations, so that the remaining 14 basins of the SWCP <br /> can be efficiently completed in the way that the City desires. Feedback on the methods <br /> and procedures used in the pilot basins have lead to modifications in the way that the <br /> Phase 2 SWCP work, in this scope of services, will be completed. The first task of <br /> Phase 2 is to complete the documentation of SWCP protocols, based on feedback from <br /> City staff. <br /> The overarching goals for the SWCP as developed during Phase 1 include: <br /> 1. Reduce flooding of, or caused by, City facilities. <br /> 2.
