17
Scope of Work
Continued
characterization purposes unless authorized by the City as an additional service.
Documentation of the basin characteristics will be provided in the basin plan chapters
prepared as a part of Task 6.
3.1—City Furnished Services
The City will perform the following services for the project in accordance with a schedule
developed in consultation with Otak.
3.1.1 Review and Summary of Existing Data
Otak will review and highlight on a GIS map characteristics (sensitive areas,
topography, streams, wetlands, basin issues, etc.) from studies, reports, and
other documents. The City will integrate this data in a GIS map to assist in the
development of a map of the surface water systems of each basin and to define
existing conditions for the basins, which will be based on pertinent, readily
available existing information, as shown in Bibliography and References in
Appendix 1 of the Pilot Basin plans.
3.1.2 GIS Mapping and Graphics Support
Provide Geographical Information System (GIS) mapping and graphics in support
of basin characterization technical analyses. Otak will define the contents of City-
prepared GIS basemaps, drawn to scale, to assess basin conditions prior to field
observations. These basemaps will be used throughout the planning process to
identify planning units such as basin and subbasin boundaries, stream reaches,
wetlands, lakes and ponds, and drainage inventory. Prepare Capital
Improvement Program (CIP) project schematics based on red-line/sketches
provided by Otak.
3.1.3 Public Involvement
The City will lead the public outreach and involvement activities including
preparation of project information sheets and coordination with the office of
neighborhoods. This task also includes sending out passive right of entry
permission letters, to those select property owners identified in Workshop 1,
informing the property owners that a study team will be assessing the drainage
system on their property unless the property owner specifically request that no
entry be made on their property.
3.1.4 Summary of Relevant Basin Issues Collected by the City
The City's maintenance group will collect, review, screen out irrelevant basin
issues from service request (SR), work orders (WO), and those reported by City
maintenance and/or engineering staff. The maintenance group will provide Otak
City of Everett—Surface Water Comprehensive Plan Phase 2 5
February 13, 2012 130 otak
