12 <br /> Scope of Work <br /> Continued <br /> • Brief technical memorandum on the issue severity rating process and the top <br /> public and private issues identified for the basins. <br /> Task 5—CIP Project Development <br /> 5.1—City Furnished Services—Report Graphics <br /> The City will prepare final schematics of the CIP projects, with scale bars, in GIS based <br /> on hand sketches prepared by Otak on GIS basemaps. <br /> 5.2—Develop CIP Projects <br /> 5.2.1—CIP Project Analysis <br /> This task includes Level 4 water quality and water flow field inventory (per Table <br /> 4-1 of the Protocols) for up to 20 CIP projects at half a day per CIP project. No <br /> additional in-stream field investigation is included in this task. <br /> This also includes half a day per CIP for a Level 3 hydraulic and/or water quality <br /> analyses, and CIP project ranking for upto 20 CIP projects (per Table 5-1 of the <br /> Protocols). Recognizing that the level of CIP project analysis is governed by <br /> available project budget, the City may want to reassign some technical analysis <br /> effort to more comprehensive or complex CIP projects, and reduce or eliminate <br /> the technical analysis associated with some project such habitat enhancement <br /> projects. <br /> 5.2.2—CIP Project Summary Sheets <br /> Otak will develop surface water CIP projects for the 20 top public projects in the <br /> watershed, as identified by the City for each of the basins. Otak will prepare a <br /> summary of each CIP project that will include a brief description of the issue and <br /> solution, schematic of the proposed CIP project, site photos as appropriate, and <br /> a summary of the estimated CIP implementation cost. The implementation cost <br /> will include construction, construction administration, engineering and <br /> administration, permitting, and easement or land acquisition. <br /> Otak will provide a tabulated recommended ranking of the CIP projects evaluated <br /> based on the procedures identified in the Protocols document. <br /> Task 5 Assumptions: <br /> • City will prepare report-ready CIP project schematics in GIS based on sketches <br /> from Otak <br /> • <br /> City of Everett—Surface Water Comprehensive Plan Phase 2 10 <br /> February 13, 2012 135 otak <br />
