6 I PURCHASING AND SURPLUS PROPERTY GUIDELINES <br /> 2.2.3— Public Work—"Public work" is defined in RCW 39.04.010, but generally means <br /> all work, construction, alteration, repair, or improvement other than ordinary <br /> maintenance, executed at the cost of the City.. or which is by lz,w a lien or charge on <br /> any property therein. <br /> 2.2.4— Responsible <br /> (1) For public work contracts, a bidder is determined to be responsible as provided in <br /> RCW 39.04.350, including those supplemental criteria identified in the bidding <br /> documents. The ability, capacity, and skill of the bidder to perform the contract or <br /> provide the service required. <br /> B. The character,integrity, reputation,judgment, experience_and efficiency <br /> of the bidder. <br /> C. Whether the bidder can perform the contract within the time specified, <br /> D. The quality of performance of previous public and private contracts or <br /> services, including, but not limited to, the bidder's failure to perform <br /> satisfactorily or complete any written contract. The City's termination for <br /> default of a previous contract with a bidder shall be deemed to be such a <br /> failure. <br /> E.
