City of Everett March 12,2012 Page 2 <br /> 5 <br /> SCOPE OF SERVICES <br /> The purpose of our services is to assist the City with design and construction support of the stream and <br /> bank stabilization measures in the project reach. Specifically, our proposed scope of services includes <br /> the following: <br /> TASK 1-DATA COLLECTION AND KICKOFF <br /> GeoEngineers will collect and review available information regarding the tributary and Powder Mill Gulch <br /> in the vicinity of project area. The information will include available reports, published papers,geographic <br /> information system (GIS) data layers, aerial photographs, Light Detection and Ranging (LiDAR) data, <br /> channel profile survey,topographic survey, hydrologic, hydraulic, geologic, geomorphic, biologic, City staff <br /> observations, and other data pertinent towards this project. Based on our prior work, this effort is <br /> expected to be minimal and efficient for GeoEngineers to complete. <br /> As part of this task GeoEngineers will also participate in kickoff meetings with the City and separately with <br /> select City staff and regulatory agency personnel (if needed). The meetings are intended to provide <br /> sufficient time for our team to meet the participants and listen to the various goals, objectives, <br /> constraints,desires,concerns,etc.that will affect the project outcomes. <br /> Assumptions <br /> ■ The City will provide a project base map in AutoCAD format: <br /> • The City will complete topographic survey within the expected extents of the stream <br /> stabilization measures (including the project reach, approximately 100 feet upstream and <br /> downstream of the project reach,and extending a minimum of 50 feet landward of the top of <br /> bank on each side of the gulch (or best possible). The survey will specifically include survey <br /> of a minimum of 12 channel cross-sections at locations to be indicated by GeoEngineers <br /> following the site visit. <br /> • The City will complete a utility locate within the project reach and will survey and note any <br /> utilities and other infrastructure on the base map. <br /> ■ The City will delineate ordinary high water mark (OHWM), wetlands, inventory and <br /> assessment of Priority Habitats and Species (PHS) cultural resources survey, and any other <br /> critical areas that are determined to be necessary for design development and permit <br /> approval,and will indicate these features on the base map. <br /> • The base map will indicate relevant property boundaries. <br /> • The City will set and/or reference a minimum of two project benchmarks denoting horizontal <br /> and vertical survey control,and indicate this information on the base map. <br /> ■ The City will provide a survey of the channel profile of the tributary from the confluence with <br /> Powder Mill Gulch to 100 feet upstream of the culvert crossing at 25th Avenue West. <br /> • The City will provide any available hydrologic reports or studies for adjacent developments or <br /> properties. <br /> • City staff will facilitate meetings and invite Geoengineers and all other attendees as necessary. <br /> is City staff will identify project goals, objectives,and key constraints for project. <br /> GEOENGINEERSI <br /> File No.06G1-086-02 33 <br />
