1 " REQUEST FOR PROPOSALS General Contractor/Construction Manager Services for Water Pollution Control Facility Expansion-Phase C A. Submittal of Proposals: Firms interested in this GC/CM project may submit a Proposal in accordance with the requirements set forth in this Request for Proposals for GC/CM Services. All Proposers must be registered with the Washington State Department of Labor and Industries in accordance with RCW 18.27.020, as of the proposal submittal deadline. B. Evaluation of Proposals: `The first step in the selection process will consist of evaluation of the Proposals received in response to this RFP and in accordance with the evaluation criteria set forth in this RFP. C. Reference Checks: Concurrent with the evaluation of Proposals, the City will conduct reference checks, as described Section 9.0 (Reference Checks) of this RFP. D. Interviews: The second step in the selection process will consist of an interview to which a short list of proposers will be invited. Those not invited for interviews will be notified of that fact. The Interview scores and Proposal scores will be added together to determine the highest ranked proposers. E. Final Proposals: The third step in the selection process will consist of submittal of Final Proposals. After the interviews, the City will notify the firms selected to submit a Final Proposal. Those not selected for submission of a Final Proposal will be notified of that fact. The City will also issue the Request for Final Proposals (RFFP) that will provide details on the-form, format, and other details of Final Proposals to be submitted. The RFFP will also include additional project information and requirements, including the Preconstruction Services Contract, the GC/CM Construction Contract, the General Conditions, Division 01 Specifications, and preliminary plans. The Final Proposal will be scored in accordance with the scoring criteria in the RFP (Section 11.0 below) and RFFP. The RFFP scores will be added to the original Proposal and Interview scores. The Proposer with the highest total score based on the selection committee's evaluation of the original Proposal and Interview, and Final Proposal scores will enter into negotiations for the Preconstruction Services Contract for both phases with the City based on a time and materials, not-to-exceed amount. Finalist firms issued the RFFP will be asked to submit Final Proposals that will include: 1. A single Percent Fee amount on the sum of the estimated MACCs (Phase Cl and Phase C2) that will be calculated based on a fee percentage the Proposer will submit multiplied by the sum of the City of Everett Page 11 April 16, 2012 Water Pollution Control Facility Expansion -Phase CY4
