1 " REQUEST FOR PROPOSALS <br /> General Contractor/Construction Manager Services for <br /> Water Pollution Control Facility Expansion-Phase C <br /> A. Submittal of Proposals: Firms interested in this GC/CM project may submit a <br /> Proposal in accordance with the requirements set forth in this Request for <br /> Proposals for GC/CM Services. All Proposers must be registered with the <br /> Washington State Department of Labor and Industries in accordance with <br /> RCW 18.27.020, as of the proposal submittal deadline. <br /> B. Evaluation of Proposals: `The first step in the selection process will consist of <br /> evaluation of the Proposals received in response to this RFP and in <br /> accordance with the evaluation criteria set forth in this RFP. <br /> C. Reference Checks: Concurrent with the evaluation of Proposals, the City will <br /> conduct reference checks, as described Section 9.0 (Reference Checks) of <br /> this RFP. <br /> D. Interviews: The second step in the selection process will consist of an <br /> interview to which a short list of proposers will be invited. Those not invited <br /> for interviews will be notified of that fact. The Interview scores and Proposal <br /> scores will be added together to determine the highest ranked proposers. <br /> E. Final Proposals: The third step in the selection process will consist of <br /> submittal of Final Proposals. After the interviews, the City will notify the firms <br /> selected to submit a Final Proposal. Those not selected for submission of a <br /> Final Proposal will be notified of that fact. The City will also issue the <br /> Request for Final Proposals (RFFP) that will provide details on the-form, <br /> format, and other details of Final Proposals to be submitted. The RFFP will <br /> also include additional project information and requirements, including the <br /> Preconstruction Services Contract, the GC/CM Construction Contract, the <br /> General Conditions, Division 01 Specifications, and preliminary plans. The <br /> Final Proposal will be scored in accordance with the scoring criteria in the <br /> RFP (Section 11.0 below) and RFFP. <br /> The RFFP scores will be added to the original Proposal and Interview scores. <br /> The Proposer with the highest total score based on the selection committee's <br /> evaluation of the original Proposal and Interview, and Final Proposal scores <br /> will enter into negotiations for the Preconstruction Services Contract for both <br /> phases with the City based on a time and materials, not-to-exceed amount. <br /> Finalist firms issued the RFFP will be asked to submit Final Proposals that will <br /> include: <br /> 1.
