REQUEST FOR PROPOSALS 1 General Contractor/Construction Manager Services for EMMY Water Pollution Control Facility Expansion-Phase C I. Completion of Final Proposal__ Form: Proposers shall submit proposal amounts in the format provided in the Final Proposal Form. Only the amounts and information asked for in the Final Proposal Form furnished will be considered. All proposal amount spaces must be filled in. J. Final Proposal Envelope: The Proposer should clearly identify the project name and RFFP number on the outside of the sealed envelope. K. Time and Place of Opening. Unless otherwise stated in the RFFP, the. Final Proposals will be opened and read at the City Clerk's office at 2:00pm on July 17, 2012. L. Withdrawal/Resubmission of Final Proposal: A Final Proposal may be withdrawn by written request of the Proposer prior to the Proposal Deadline. A Proposer who withdraws a Proposal may resubmit a Final Proposal, so long as the resubmitted Proposal is received by the City prior to the Final Proposal Deadline. 12.0 FINAL SELECTION Prior to execution of the Phase Cl GC/CM Construction Contract and Phase C2 amended GC/CM Construction Contract, the City of Everett may perform a review.of the selected contractor's financial status and capacity to. perform the work. The selected contractor shall comply with requests for information that are deemed necessary by the City of Everett to perform a reasonable review of the firm's financial status, including without limitation the ability of the firm to provide separate Payment and Performance bonds for this Project, each in the amount of 100% of the Total Contract Cost. The City reserves the right to reject any proposer before or after award in the event that the City's analysis of the proposer's financial status and capacity indicates, in the City's judgment, that the Contractor is not able to successfully perform the work. The Proposer with the highest total score (total possible: 1000 points) resulting from the selection committee's scoring of the Proposal, Interview, and Final Proposal will be selected to provide the Preconstruction Services and to enter into MACC negotiations for Phase Cl. In the event of a tie in total score, the Proposer with the lowest conforming Total Proposal Amount will be selected. Prior to execution of the Preconstruction Services Contract and the GC/CM Construction Contract, the City will verify that the selected contractor meets the mandatory proposer or bidder responsibility criteria as outlined in RCW 39.04.350(1).
