1 REQUEST FOR PROPOSALS <br /> General Contractor/Construction Manager Services for <br /> Water Pollution Control Facility Expansion-Phase C <br /> CITY OF EVERETT <br /> REQUEST FOR PROPOSALS <br /> WATER POLLUTION CONTROL FACILITY - PHASE C <br /> GENERAL CONTRACTOR/CONSTRUCTION MANAGER (GC/CM) <br /> 1.0 INTRODUCTION <br /> A. Request for Proposals: The City of Everett (City) is requesting Proposals <br /> from qualified general contractors to provide General Contractor/Construction <br /> Manager (GC/CM) services for the Water Pollution Control Facility Expansion <br /> - Phase C. <br /> B. Use of GC/CM: The Project will utilize the General Contractor/Construction <br /> Manager alternate Public Works contracting procedure authorized in RCW <br /> 39.10.210 and 39.10.340 through 39.10.410. The City's use of the GC/CM <br /> process for this Project was approved on July 28, 2010 by the State of <br /> Washington's Project Review Committee, a committee appointed by the <br /> Capital Projects Advisory Review Board. <br /> C. Determination of Reasons for Using GC/CM: By Everett City Council <br /> Resolution adopted on April 4, 2012, the City determined that this project <br /> meets the criteria established in RCW 39.10.340 for use of the GC/CM <br /> procedure. Among the most important factors in this determination: <br /> 1. The critical importance of having the contractor involved during the <br /> design phase in order to improve constructability and operability. <br /> 2. The construction schedule for the Project is complex. <br /> 3. The facility operates under a permit issued by Ecology. The plant <br /> operation must continue to meet stringent requirements during <br /> upgrades at the facility. The GC/CM procedure will allow for contractor <br /> input during design which will minimize the potential for disrupting plant <br /> operations during construction. <br /> D. Overview of GC/CM's Role: The GC/CM is being selected to provide the City <br /> and its design engineer, Carollo Engineers, Inc. (Carollo), with expertise and <br /> experience that will assist in decision-making, constructability reviews, value <br /> engineering, budget control, cost estimating, schedule control, and <br /> sequencing of construction work at an operating wastewater treatment plant. <br /> City of Everett Page 1 April 16, 2012 <br /> Water Pollution Control Facility Expansion-Phase C4 <br />
