Evergreen Way Revitalization Plan <br /> 2 <br /> districts are willing, provide much needed open space. Both the Everett and the Mukilteo <br /> school districts have policies that provide for public use of school facilities when not in <br /> conflict with the needs of the school district. <br /> Corridor Segments Outside Nodes • <br /> While redevelopment consideration is focused at the mixed-use nodes, the corridor <br /> segments in between merit attention because the businesses found there are an <br /> important economic engine for South Everett. Also, those same businesses provide <br /> regionally and locally important services. <br /> During planning work sessions, corridor business owners emphasized that the following <br /> considerations were particularly important to their viability: <br /> ® Vehicular access is critical to their businesses. Any action that would decrease <br /> the transportation performance of Evergreen Way would hurt them. Left turn <br /> access into businesses is also necessary. <br /> • Convenient parking is also critical and a feature that improves their <br /> competitiveness with other business districts. <br /> • Safety and security are primary concerns. <br /> • Visual quality is also important. The corridor's identity should be improved to <br /> attract more shoppers. Additional street landscaping, where appropriate, would <br /> help, as would standards that improve and maintain the quality of building fronts. <br /> The primary action that is recommended is the adoption of development standards and <br /> design guidelines that improve the visual appearance, compatibility, and land use <br /> efficiency of new development. The design guidelines that will be implemented through <br /> rezoning of the corridor include the following elements and characteristics. • <br /> Adaptability <br /> Even along relatively homogenous highway corridors, businesses and developments <br /> vary widely. The visibility, access and identity needs of a car dealership are different <br /> from those of a small restaurant or specialty store. Therefore, in terms of development <br /> standards, "one size does not fit all" and they are crafted so that business and property <br /> owners have different options depending on their type, size and location. <br /> Comprehensive Approach to Visibility and Access <br /> Many auto oriented businesses must be highly visible to high speed motorists and all <br /> businesses require easy, safe vehicular access. At the same time, unregulated signs <br /> .and driveways cause visual chaos and unsafe conditions. Therefore the standards are <br /> • based on an analysis that identifies visibility and access needs and offers solutions to <br /> improve individual visibility and access while reducing impacts to the corridor's <br /> appearance and safety. <br /> Page <br /> 2 <br />
