4 noted above, city budget resources are currently unavailable to provide support for a variety of <br /> types of equipment and software needed for the police department. <br /> The Everett Police Department recently acquired the funds to purchase a Mobile Command <br /> Vehicle, unfortunately, City funds are not available to completely equip the vehicle with <br /> necessary operating equipment. The first project proposed for JAG funding would provide <br /> needed funds to purchase a generator with controls and specialized wiring for lighting, <br /> telescoping and portable floodlights, strobe lighting and a vehicle awning. All of the equipment <br /> will allow staff the ability to assist emergency personnel during the event of a major crime or <br /> critical disaster. <br /> The second project proposed for JAG funding is the purchase of an eight camera motion <br /> censored recording system for our Property and Evidence Room. The ability to record certain <br /> areas of evidence impound as well as transaction areas, would not only provide a safer <br /> environment for our civilian and commissioned staff, but demonstrate department compliance <br /> with proper handling and document any inappropriate activity. <br /> The third project proposed for JAG funding is the purchase of Computer Forensic Software. Our <br /> specialized Computer Forensics Unit will greatly benefit from the acquisition of EnCase and X- <br /> Ways Forensics software. These software are additional tools used for critical evidence <br /> gathering and assist in the search of data, photographs, videos documents and emailvincluding <br /> deleted information, on computer devices. The availability of the specific software also allows <br /> for the recovery of deleted and damaged picture files which, in some cases, not retrieving these <br /> pictures would destroy the entire case. In addition, the software automates many forensic <br /> tasks that are otherwise done manually. <br /> The fourth project proposed for JAG funding is the purchase of eight M-4 Simmunition <br /> Conversion Bolts, one case of 9mm pistol cartridges and two cases of 5.56mm rifle cartridges. <br /> Currently our SWAT team does not have a way to use their M-4 rifles for scenario based <br /> training. With the purchase of the conversion bolts, each team member will be able to use the <br /> rifle for training without changing optics, lights and other accessories. The purchase of the rifle <br /> and pistol simmunition ammunition would further enhance our training and the ability to be <br /> prepared for realistic situations. <br /> Project number five proposed under JAG funding is the purchase and upgrade of multiple <br /> portable hard drives, and cell phone and video programs to be used in the collection of critical <br /> evidence for our Digital &Video Forensics Unit. The use of these devices will allow the <br /> members of this unit to assist patrol officer and detectives with processing digital evidence <br /> discovered during active investigations. It also will assist in the redaction and dissemination of <br /> digital records. <br /> The sixth project proposed for JAG funding would allow for replacement of outdated gas mask <br /> filters and supply the department with an emergency stock. These MSA Millennium gas mask <br /> filters are used for riot control with our Special Operations Group, which consists of 105 <br /> commissioned officers. The filters are designed to protect against OC, tear gas and other <br /> irritants. This project would fund the purchase of 10 cases of new gas mask filters. <br /> The next project, number seven, being proposed for JAG funding would allow us to purchase <br /> one additional Ballistic Shield with light and cover for use by our Anti-Crime Team officers <br /> 22 <br />
