The warranty <br /> period for this shield is five years. <br /> The eighth project proposed for JAG funding would enable the department to purchase one IP <br /> Network Camera and one Raven XE Modem. The Raven XE Modem is a robust commercial <br /> modem used in tandem with IP network cameras to transmit streaming video and receive <br /> camera commands. The camera system also captures motion images in both day and night <br /> environments and are transmitted to investigators for immediate viewing. These two pieces of <br /> equipment are essential tools to be used by our Criminal Intelligence Unit investigators for the <br /> collection of criminal intelligence and evidence. <br /> Project nine being proposed under the JAG funding would provide an upgrade of Vista Edge FX <br /> software used for the creation of crime scene diagrams. Our current version is not compatible <br /> with the newer software versions that are used by neighboring agencies, which has the <br /> potential to hinder jointly conducted investigations. Our Traffic Investigation Unit detectives <br /> are members of a multi-jurisdictional SMART team who, sometimes, collaborate investigative <br /> services for major crimes. <br /> Project ten proposed for JAG funding would allow the department to purchase one TacView <br /> Pole Camera. The pole camera would serve as an additional safety tool for our Anti-Crime <br /> Team officers while conducting operations such as serving search warrants. The majority of the <br /> older homes in our community have small attics and crawl spaces that are difficult to view and <br /> maneuver through. The availability of a pole camera will help to safely assist our officers during <br /> these searches. <br /> The eleventh and final project being proposed for JAG funding would allow our department to <br /> purchase and acquire seven Dive Safety Harnesses for our specialty Dive Unit. Our Dive Unit is <br /> subject to be deployed in and around the Port of Everett on Port Gardner Bay. The funds will <br /> be used to purchase safety harnesses to be worn beneath the buoyancy compensator device. <br /> This provides a solid anchor point during tended diving and will greatly assist in the rescuing of <br /> a diver under an emergency circumstance. The harness is also a critical piece to the potential of <br /> surface supply and hard line communications. <br /> Summary and Conclusion <br /> The Everett Police Department currently has important equipment needs which can improve <br /> officer safety in the performance of patrol, tactical and diving situations. In addition, other <br /> equipment and software acquisitions shall serve to enhance the efficiency and effectiveness of <br /> certain activities associated with the missions of the Computer Forensics Unit, Digital & Video <br /> Forensic Unit, Special Investigations Unit, Property and Evidence and the Operations Division. <br /> Insufficient resources are currently available from the City of Everett budget to fund the <br /> requested equipment and technology systems that have been described. Utilization of available <br /> Edward Byrne Memorial Justice Assistance Grant funds allocated for the City of Everett to <br /> purchase this equipment would enhance the efficiency and effectiveness of our patrol officers, <br /> detectives and civilian staff and result in a significant positive impact in the area of officer and <br /> citizen safety when critical incidents may occur. <br /> 23 <br />
