11 <br /> The Final Draft BA will be submitted to Corps. If comments are received from the Corps,the Corps <br /> comments will be incorporated into the Final BA. <br /> ICF will then prepare three(3)hard copies and one(1)compiled PDF of the Final BA for inclusion in the <br /> JARPA(task 4) and one(1)compiled PDF for EPWD's records. <br /> Assumptions: <br /> • EPWD will provide a project description all relevant project related information to ICF,including <br /> project design, and other relevant documents (e.g.technical memorandum,existing conditions <br /> reports,design reports,figures, graphics, etc.), as per assumptions in task 4. <br /> • At the onset of the project,ICF shall provide EPWD with a list of information needs necessary to <br /> complete the BA. <br /> • One 6 hour field visit to the project site,including travel,is included for the primary BA author. <br /> • No new outfall will be required to accommodate the WPCF expansion,and the anticipated <br /> increase in discharge volume and water quality constituents will continue to meet EPWD outfall <br /> use permit conditions. <br /> • No new conveyance facilities will be required to convey wastewater or stormwater to the WPCF • <br /> expansion. <br /> • The WPCF expansion will not result in an increase in development,but rather will accommodate <br /> existing or currently planned development that would otherwise not receive sufficient wastewater <br /> treatment service. <br /> • The BA analysis considers only increased expansion for wastewater,no increase in stormwater. <br /> • One round of review by EPWD and consolidated comments on draft BA, submitted to ICF in <br /> track-changes <br /> • Comments from Corps on the Draft Final BA will be minor and not require additional analysis or <br /> substantial revisions. <br /> • The Corps will submit the Final BA to USFWS and NMFS;if a determination is made that the <br /> project requires an EIS,the EIS would present a project description consistent with that included <br /> in the BA. Amendments to the Final BA to address a preferred alternative or effects different <br /> than what is presented in the Final BA are not included in this SOW. <br /> Task 3 — Cultural Resources Assessment for NHPA Compliance <br /> Background Research and Record Search <br /> ICF will conduct a review of geologic,archaeological,ethnographic,and historical records to provide <br /> infoi Illation on previously identified cultural resources in and within a mile of the project's proposed Area <br /> of Potential Effects(APE),assess the potential for encountering additional cultural resources, and to aid <br /> Everett Public Works Department,WPCF expansion <br /> 5 <br /> April 12,2012 <br /> 77 <br />
