•
11
in the evaluation of resources that may be encountered during the cultural resources survey.ICF will draw
• from the following sources:previous cultural resources studies, historic buildings and structures
inventories, ethnographies, local histories, historic maps, geologic maps, borehole logs, geologic research
reports, and other primary and secondary research sources will be consulted.Information obtained during
this task will be summarized and included in the report deliverable.
Cultural Resources Survey
ICF will conduct a cultural resources survey to identify any cultural resources that might be located
within the project area. The survey will consist of a pedestrian survey and the excavation of shovel probes
(hand dug holes).
ICF will conduct a pedestrian survey of the project area to identify archaeological deposits exposed on the
ground surface and historic built environment structures. The pedestrian survey will also involve
inspection of the local topography to identify areas with a high probability to contain buried
archaeological deposits or that have been subject to modern anthropogenic landscape alterations.
ICF will use subsurface testing to characterize the nature of subsurface deposits, and to identify
subsurface archaeological deposits, when present.Testing will be accomplished by strategically
excavating shovel probes at regular intervals across the proposed APE, at no greater than 30-meter
intervals in high probability areas.Additional shovel probes will be strategically spaced across the
remainder of the proposed APE to determine depositional context and assess the potential for
encountering buried archaeological deposits. ICF will excavate shovel probes to the anticipated depth of
project-related ground disturbance, glacial sediments, 100 centimeters below surface, or to dense gravel
deposits or obstructing rocks—whichever is encountered first. All excavated sediments will be screened
through'/inch mess-unless it is clearly recent fill. All probes will be photographed, logged with a
handheld global positioning system unit, and backfilled.Information obtained during this task will be
summarized and included in the report deliverable.
Preparation of Site Records
A single cultural resource, the historic levee, is anticipated within the proposed APE.This levee will be
mapped, photographed, and recorded on Washington State cultural resources inventory forms. ICF will
prepare and submit draft site forms to DAHP for-Smithsonian number assignment.ICF will evaluate and
document buildings and structures in the APE identified as 45 years of age or older on Washington State
Historic Property Inventory forms. Our findings and the cultural resources inventory forms will be
provided in thecultural resources report. Information obtained during this task will be summarized and
included in the report deliverable.
Cultural Resources Technical Report
ICF will prepare draft and final versions of a cultural resources technical report that summarizes the
results of the cultural resources survey. The technical report will meet state and federal standards for
reporting as outlined in the guidelines provided by DAHP. It will include a project description,
environmental and cultural context; expectations, methods and results of the activities conducted under
the background, survey, and site records portions of this task, and provide technical recommendations.
Following internal review, the draft technical report will be provided to EPWD in electronic PDF format
for review and one round of review and consolidated comments.ICF will incorporate comments and/or
edits into a final version of the technical report.
Deliverables: ICF will provide EPWD with an electronic copy of the draft Cultural Resources Technical
Report for review and comment. ICF will incorporate one round of consolidated comments received from
Everett Public Works Department,WPCF expansion
6
April 12,2012
78
